This thesis analyzes the concept of alegality and clientelism established by local politicians in Campo Grande, in the west of Rio de Janeiro, in order to understand the militia phenomenon in some of the sub-neighborhoods of this region, such as the Mendanha and the Carobinha. Considering that the militia organization process is articulated with the concept of clientelism, the militia practices in these localities are studied. It approaches certain dynamics of the social relations that predominate in the west zone taking as perspective of analysis the processes of territorialization that generate a reordering of the space.It starts from the idea that the relations between the local and the global conform the social identities and that these identities acquire a particular dynamic in Campo Grande.The notion of public policies presents mainly with the stigma of scarcity that characterizes peripheral zones of the city.The public security policy is also analyzed and linked to the participation of militias in Campo Grande.It is seen as fundamental to understand how militia agents are mobilized in this process, and to understand the articulated strategies by local powers (militiamen and local politicians) in the region.The concept of alegality pass through the theoretical structure of the thesis, in the sense that a established normalization is not considered legal, given the relations with the constituted powers, therefore it can not easily be characterized as illegal
