Resumo: The article presents the historical and political assumptions of Youth and Adult Education in Brazil. It is the results of a research in which a critical and documentary analysis about the policy and management of this type of education in the country was addressed. The history of EJA is understood, from the colonial period to the present day, from the incessant context of educational reforms. The following presents the significant policies in the main legal and official regulatory documents for the organization of this modality. Illiteracy and educational backwardness in the young and adult population have persisted in the educational history of the country and is still an impasse to be solved. The conclusion is that effective planning is needed for the implementation of educational policies aimed at EJA, which must be configured in a coherent manner, as a public policy and not only in the form of emergency and temporary programs.

O artigo apresenta os pressupostos históricos e políticos da Educação de Jovens e Adultos no Brasil. Trata-se dos resultados de uma pesquisa na qual se abordou uma análise crítica e documental acerca da política e gestão dessa modalidade de ensino no país. Realiza-se a compreensão da história da EJA, a partir do período colonial até a atualidade diante do contexto incessante de reformas educacionais. Em seguida, apresentam-se as significativas políticas nos principais documentos legais e oficiais regulamentadores da organização desta modalidade. O analfabetismo e o atraso educacional na população jovem e adulta perduraram na história educacional do país e ainda é um impasse a ser solucionado. Conclui-se que se faz necessário um planejamento efetivo para a implantação de políticas educacionais direcionadas à EJA, as quais devem ser configuradas de forma coerente, como uma política pública e, não apenas, na forma de programas emergenciais e temporários. El artículo presenta los presupuestos históricos y políticos de la Educación de Jóvenes y Adultos en Brasil. Se trata de los resultados de una pesquisa en la cual se abordó un análisis crítico y documental acerca de la política y gestión de esa modalidad de ensino en el país. Se realiza la comprensión de la historia de la EJA, a partir del período colonial hasta la actualidad a partir del contexto incesante de reformas educacionales. En seguida, se presentan las significativas políticas en los principales documentos legales y oficiales reguladores de la organización en esta modalidad. El analfabetismo y el retraso educacional en la población joven y adulta perduraron en la historia educacional del país y aún es un obstáculo que necesita ser solucionado. Se concluye que es necesario un planeamiento efetivo para la implantación de políticas educacionales direcionadas a la EJA, las cuales deben ser configuradas de manera coherente, como una política pública y, no solamente, en la forma de programas urgentes y temporários.
