Resumo: This article aims to analyze the Ernesto Geisel government (1974-1979) and human rights. The business-military dictatorship since its inception has used 'State Terrorism', based on the premises of the National Security Doctrine and the Revolutionary War Doctrine, to repress the opposition. The reflection is inserted in the context of the transition from dictatorship to democracy in Brazil and aims to understand how the Armed Forces used political repression in the period and how the demand for respect for human rights occurred, both by internal pressure and by foreign organizations, exiles politicians and the Jimmy Carter administration (1977-1981).

La dictadura militar-empresarial desde sus inicios ha utilizado el 'Terrorismo de Estado', basado en las premisas de la Doctrina de Seguridad Nacional y la Doctrina de la Guerra Revolucionaria, para reprimir a la oposición. La reflexión se inserta en el contexto de la transición de la dictadura a la democracia en Brasil y tiene como objetivo comprender cómo las Fuerzas Armadas utilizaron la represión política en el período y cómo se produjo la exigencia de respeto a los derechos humanos, tanto por presiones internas como por organizaciones extranjeras, políticos exiliados y la administración de Jimmy Carter (1977-1981).O presente artigo tem como objetivo analisar o governo Ernesto Geisel (1974-1979) e os direitos humanos. A ditadura empresarial- militar desde o seu utilizou o ‘Terrorismo de Estado’, tendo como base as premissas da Doutrina de Segurança Nacional e a Doutrina de Guerra Revolucionária para reprimir a oposição.
