URBAN PLANNING AND SOCIAL PARTICIPATION IN MEDIUM-SIZED CITIES: A REVIEW OF MONTES CLAROS/MG MASTER PLAN

Resumo: | The Brazilian Constitution/CFB-1988 in its Articles 182 and 183 established popular participation and the participation of other segments in the urban planning process with the actions of public power. The city statute of 2001 reinforced such premise aiming at the development of the urban municipality. This article analyses the revision of Montes Claros/MG Planning Law, since 2015, as well as social participation considering urban instruments as tools for management and municipal planning. Documents (minutes) of sectoral and public community hearings were examined in addition to the direct observation in public meetings to review the Master Plan. The results showed low participation of population, guidelines preparation by groups of specialists, and submission of proposals for legitimation in Community public hearings in some municipal planning regions in a short period of time - 01 (one) month. It is, thus, necessary to mobilize the participation of society in a critical participatory and political process of planning and urban management. |

O Estatuto da Cidade de 2001 reforçou tal premissa visando ao desenvolvimento urbano municipal. Nessa direção, o presente artigo analisa a revisão da Lei do Plano de Montes Claros/MG, a partir de 2015, bem como a participação social à luz dos instrumentos urbanísticos concebidos como ferramentas para a gestão e o planejamento municipal. Para tanto, foram examinados documentos (atas) das audiências públicas setoriais e comunitárias, além da observação direta em reuniões públicas para revisão do Plano Diretor. Os resultados obtidos permitem concluir pela baixa participação da população, pela concentração da elaboração das diretrizes em grupo de especialistas e submissão das proposições para legitimação em audiências públicas comunitárias em algumas regiões de planejamento do município e em curto espaço de tempo, durante 01 (um) mês. Revela-se, assim, a necessidade de mobilizar a participação da sociedade no processo de planejamento e gestão urbanos críticos, participativos e políticos.
