Desenvolvimento, paradigmas de planejamento urbano e o Plano Diretor municipal: a experiência de Montes Claros - MG

Resumo: The development is a practise inherent to the human being adopted in a range of social levels specially at the political government. Planning takes an important matter in the current days because it is going to influence the society organization. The state is going to carry out governmental planning and its going to coordenate its actions based in some rational reasons, expressed in a paradigmatic shapes; however it cannot be properly used in administration areas, specially justice and well-fare areas. In a political context of several social actions, the relation involving state, market, and democracy, might be expressed in disagreement in the space of the city, outlooking the topics of planning and urban developmments. A planning hightlights economic matters- and excludes most of the population from public decisions; these features have been practised tradicionally in Brazil, pointing out a conservative urban planning. Nevertheless, the Brazilian federal Cosntitution 1988, and the Municipal law statute from 2001 took a new outook, covering the municipal governmment with autonomy and infusing the Master Plann as the chief tool of planning. Based int this , the workcarryed out some considerations about urban planning in Montes Claros, mid-size city, sited in the north state of Minas Gerais, trying to figure out the traces of the planning paradigns that rules the local government ; looking back to its records (post 70’s decade). The methodology used based in documental research , interviews have been carryed out to the Planning Major Hall Office from the city and observation of the local reality. The analyses carryed out displayed that there is not a planning tradition in Montes Claros as well as an absence of local process developments turned to support the population demands; it showed that prevailed aimless and vague public actios. The Master Plan displays itself as general, only showing rules and goals; but not answering clearly actions to be carryed out; or deadlines that migth be carryed out as well. It can be noticed that mechanisn based at the Municipal statute are not being used; and it reveals that the population participation is strongly reduced in the municipal action areas.

O planejamentoassume importância categórica na atualidade por influenciar diretamente a organização das sociedades. O Estado realiza o planejamento governamental e rege suas ações conforme certas racionalidades, expressas de forma paradigmática, o que nem sempre condizem com a sua função de administrar, promovendo a justiça e o bem-comum. Em um contexto político de multiplicidade de atores sociais, as relações entre Estado, mercado e democracia se expressam conflituosamente no espaço da cidade definindo os rumos do planejamento e do desenvolvimento urbano. Um planejamento que priorizaos interesses econômicos em detrimento dos sociais exclui a maioria da população das decisões públicas, essas características têm sido tradicionalmente praticadas no Brasil, denotando um planejamento urbano de caráter conservador. Contudo, a Constituição Federal Brasileira de 1988 e a Lei do Estatuto da Cidade de 2001 assumiram um novo paradigma para o planejamento urbano, revestindo de autonomia o governo municipal e instituindo o Plano Diretor como principal instrumento de planejamento. Diante disso, este trabalho realizou algumas considerações sobre a conjuntura do planejamento urbano de Montes Claros, cidade média localizada no Norte de Minas Gerais, buscando identificar os traços do paradigma de planejamento norteador do governo local, tendo em vista também o seu histórico (pós década de 1970). A metodologia utilizada baseou-se em pesquisa bibliográfica e documental, aplicaçãode entrevistas junto à Secretaria de Planejamento da Prefeitura Municipal da cidade e observação da realidade local. A análise mostrou que Montes Claros não tem uma tradição de planejamento como processo de construção do desenvolvimento local voltado a atender às demandas da população, tendo predominado lógicas alheias à sua realidade. O Plano Diretor apresenta-se generalista, apenas expondo objetivos e diretrizes sem esclarecer de forma contundente ações a serem realizadas, prazos a serem cumpridos e mecanismos a serem empregados, sendo isto deixado a cargo das políticas setoriais em muitas situações.
