Urban segregation and environmental sustainability: challenges and perspectives for Montes Claros – MG

Resumo: | Urbanization is a dynamic and complex process that involves multiple interactions between infrastructure development, population growth, and the transformation of spaces into urban areas. This article aims to analyze the environmental implications arising from the culture of segregationist urbanization, with a specific focus on the Master Plan of the municipality of Montes Claros, located in the state of Minas Gerais, Brazil. The primary objective of this study is to explore the environmental issues associated with segregationist urbanization, using Montes Claros as a case study. To achieve this, a methodology based on a literature review was employed, allowing for a critical analysis of relevant literature on the topic, alongside documentary research that involved a detailed examination of the Montes Claros Master Plan. The article first addresses the historical process of population and urban growth in the city, highlighting how urbanization has developed in a segregationist manner over time. This type of urbanization has led to a series of environmental challenges, reflected in unequal access to urban infrastructure and the degradation of natural resources. The analysis of the Montes Claros Master Plan reveals that, although it contains guidelines aimed at promoting more equitable and sustainable urban development, the effective implementation of these policies faces significant obstacles. The study argues that the Master Plan, when consistently applied and properly monitored, can serve as a crucial tool for urban planning and management, capable of fostering a more inclusive, equitable, and environmentally just urbanization process. Finally, the article concludes that for Montes Claros to achieve more harmonious and sustainable urban development, it is imperative that there is a continuous effort in urban planning and infrastructure investment, with an emphasis on environmental preservation and improving the quality of life for the population. This requires public policies that not only recognize but also actively address existing inequalities, promoting an urban space that is truly inclusive and sustainable. |

Cet article vise à analyser les implications environnementales découlant de la culture de l'urbanisation ségrégationniste, en se concentrant spécifiquement sur le Plan Directeur de la municipalité de Montes Claros, située dans l'État du Minas Gerais, au Brésil. L'objectif principal de cette étude est d'explorer les questions environnementales associées à l'urbanisation ségrégationniste, en utilisant Montes Claros comme étude de cas. Pour atteindre cet objectif, une méthodologie basée sur une revue de la littérature a été utilisée, permettant une analyse critique des ouvrages pertinents sur le sujet, ainsi qu'une recherche documentaire comprenant un examen détaillé du Plan Directeur de Montes Claros. L'article aborde d'abord le processus historique de croissance démographique et urbaine de la ville, en soulignant comment l'urbanisation s'est développée de manière ségrégationniste au fil du temps. Ce type d'urbanisation a conduit à une série de défis environnementaux, reflétés dans l'inégalité d'accès aux infrastructures urbaines et la dégradation des ressources naturelles. L'analyse du Plan Directeur de Montes Claros révèle que, bien qu'il contienne des directives visant à promouvoir un développement urbain plus équitable et durable, la mise en œuvre effective de ces politiques se heurte à des obstacles importants. L'étude soutient que le Plan Directeur, lorsqu'il est appliqué de manière cohérente et suivi de manière adéquate, peut servir d'outil crucial de planification et de gestion urbaine, capable de favoriser un processus d'urbanisation plus inclusif, équitable et juste sur le plan environnemental. Enfin, l'article conclut que, pour que Montes Claros atteigne un développement urbain plus harmonieux et durable, il est impératif qu'un effort continu soit fait dans la planification urbaine et les investissements en infrastructures, en mettant l'accent sur la préservation de l'environnement et l'amélioration de la qualité de vie de la population. Este artigo se propõe a analisar as implicações ambientais decorrentes da cultura da urbanização segregacionista, com um foco específico no Plano Diretor do município de Montes Claros, localizado no estado de Minas Gerais. O objetivo central do estudo é explorar as questões ambientais que emergem do modelo de urbanização segregacionista, utilizando como estudo de caso o contexto específico de Montes Claros. Para a realização deste estudo, foi adotada uma metodologia baseada na revisão bibliográfica, que permitiu a análise crítica de literatura relevante sobre o tema, e na pesquisa documental, que envolveu uma análise detalhada do Plano Diretor de Montes Claros. O artigo aborda inicialmente o processo histórico de crescimento populacional e urbano da cidade, destacando como a urbanização se desenvolveu de forma segregacionista ao longo do tempo. Este tipo de urbanização tem gerado uma série de desafios ambientais, refletidos na desigualdade no acesso a infraestruturas urbanas e na degradação dos recursos naturais. A análise do Plano Diretor de Montes Claros revela que, apesar de conter diretrizes que visam promover um desenvolvimento urbano mais equitativo e sustentável, a implementação efetiva dessas políticas enfrenta obstáculos significativos. O estudo argumenta que o Plano Diretor, quando aplicado de forma consistente e com o devido acompanhamento, pode atuar como um instrumento crucial de planejamento e gestão urbana, capaz de promover uma urbanização mais inclusiva, equitativa e ambientalmente justa. Por fim, o artigo conclui que para que Montes Claros atinja um desenvolvimento urbano mais harmonioso e sustentável, é imperativo que haja um esforço contínuo no planejamento urbano e nos investimentos em infraestrutura, com ênfase na preservação ambiental e na melhoria da qualidade de vida da população.
