POLITICAL ECOLOGY OF WATER AND HYDROBIOPOLITICS IN THE SEMI-ARID OF BRAZILIAN NORTHEAST: the hierarchy of access between plate cisterns and tank wagons

Resumo: This article aims to discuss traditional and recent public policies aimed at  dealing with the problems of water shortages in the Brazilian Northeastsemiarid region, more specifically tank wagons and government programs  that invested in the construction of  residential cisterns. The theoretical perspective adopted is used to analyse  the data collected by direct  observation in the area between the states of Pernambuco and Paraiba and conduct interviews with residents of the area to which the transposition of the waters of the São Francisco Riverwas announced as the “solution” to the problems of water sustainability. Among the conclusions, we highlight that the government programs toconstruct residential cisterns do not solve the water supply problems in the focused region; and the tank wagons are insufficient to meet the demand for water during dry periods in the northeastern semiarid region, implying expenses that are difficult to be borne by most family farmers interviewed.

La perspective théorique adoptée est utilisé pouranalyser les données recueillies par l’observation directe dans le domaine entre les États de Pernambuco et Paraíba et interroger des habitantsde la région à laquelle la transposition des eaux du fleuve São Francisco a été annoncée comme la “solution” aux problèmes de soutenabilité de l’eau. Parmi les conclusions, nous soulignonsque les programmes  gouvernementaux pour la construction de citernes résidentielles  ne résolvent pas les problèmes  d’approvisionnement en eau dans la  région ciblée ; et les camions-citernes  sont insuffisants pour répondre à la  demande en eau pendant les périodes  sèches dans la région semiaride du  Nord-Est brésilien et impliquent des dépenses difficilement supportables  par la grande majorité des agriculteurs  familiaux interrogés. O objetivo deste artigo é discutir políticas públicas tradicionais e recentes destinadas ao enfrentamento dos problemas de desabastecimento de água no semiárido nordestino, especificamente os caminhões-pipas e os programas governamentais que investiram na construção de cisternas residenciais. A perspectiva teórica adotada é utilizada para analisar os dados coletados por meio de observação direta de área entre Pernambuco e Paraíba, erealização de entrevistas com residentes da região para a qual a transposição das águas do Rio São Francisco foi anunciada como a “solução” para os problemas de sustentabilidade hídrica.
