The Ministry of Agriculture, Industry, Commerce and the expansion of vocational education

Resumo: We aimed to analyze the actions of the Ministry of Agriculture, Industry and Commerce for the expansion of professional education, as well as the teaching concepts that influenced these actions. The time cut was attributed taking into account the organization of the Ministry, installed in 1909 and reorganized in 1930. The documentary research was carried out in the annual reports presented by the ministers to the presidents of the republic. The theoretical framework is part of the political history dimension according to Rémond (2003) and Barros (2005) and in the field of the History of Professional Education according to Ciavatta (2019). We conclude that the Ministry has created and subsidized educational institutions and professional courses in the three areas that were within its jurisdiction, namely: agricultural education, industrial education and commercial education. Federal agricultural schools were not created in all states. In industrial education there was the creation of a federal education network that covered the entire Brazilian territory. With regard to commercial education, no commercial schools were created by the Ministry, their incidence on this education was restricted to subsidies and regulation. Industrial Education.Nos propusimos analizar las acciones del Ministerio de Agricultura, Industria y Comercio para la expansión de la educación profesional, así como los conceptos de enseñanza que influyeron en estas acciones. El recorte de tiempo se atribuyó teniendo en cuenta la organización del Ministerio, instalado en 1909 y reorganizado en 1930. La investigación documental se llevó a cabo en los informes anuales presentados por los ministros a los presidentes de la república. El marco teórico forma parte de la dimensión de la historia política según Rémond (2003) y Barros (2005) y en el ámbito de la historia de la educación profesional según Ciavatta (2019). Concluimos que el Ministerio ha creado y subvencionado instituciones educativas y cursos profesionales en las tres áreas que estaban dentro de su jurisdicción, a saber: educación agrícola, educación industrial y educación comercial. Las escuelas agrícolas federales no se crearon en todos los estados. En la educación industrial se creó una red educativa federal que cubría todo el territorio brasileño. En lo que respecta a la educación comercial, el Ministerio no creó escuelas de comercio, su incidencia en esta educación se limitó a los subsidios y a la regulación. Educación Industrial.Objetivamos analisar as ações do Ministério da Agricultura, Indústria e Comércio para a expansão do ensino profissional, bem como as concepções de ensino que influenciavam essas ações. O recorte temporal foi atribuído levando em consideração a organização do Ministério, instalado em 1909 e reorganizado no ano de 1930. A pesquisa documental foi realizada nos relatórios anuais apresentados pelos ministros aos presidentes da república. O referencial teórico insere-se na dimensão da história política segundo Rémond (2003) e Barros (2005) e no campo da História da Educação Profissional segundo Ciavatta (2019). Concluímos que o Ministério criou e subvencionou instituições de ensino e cursos profissionais nas três áreas que eram de sua jurisdição: ensino agrícola, ensino industrial e ensino comercial. As escolas agrícolas federais não foram criadas em todos os estados. No ensino industrial ocorreu a criação de uma rede de ensino federal que abrangia todo o território brasileiro. Referente ao ensino comercial, não foram criadas escolas comerciais pelo Ministério, sua incidência sobre esse ensino esteve restrita às subvenções e à regulamentação.
