Resumo: | It is undeniable that a regulatory framework reflects political ideals about a subjetct, also it determines an adjustment in the behavior of the subordinate population. With this in mind, this article presents a critical analysis of the brazilian regulatory frameworks on technical and professional education, which Secretariat of Professional and Technological Education, subordinated to the Ministry of Education of Brazil, were selected as the main ones in the History of Professional Education and Technological from 1909 to 1988. The critical analysis of regulatory frameworks seeks to understand the role that the policy placed on Professional and Technological Education and how much this was changed during the period studied. The research is exploratory and qualitative. It is based documentary research. It evidence a political process of maturity about the educational nature of the Professional and Technological formation. |

Teniendo esto en cuenta, este artículo presenta un análisis crítico de los marcos normativos brasileños sobre educación técnica y profesional, que fueron seleccionados por la Secretaría de Educación Profesional y Tecnológica, dependiente del Ministerio de Educación de Brasil, como los principales de la Historia. de Educación Profesional y Tecnológica en Brasil, período de 1909 a 1988. El análisis crítico de los marcos normativos busca comprender el papel que la política asignó a la Educación Profesional y Tecnológica y cuánto cambió durante el período estudiado. La investigación tiene un carácter exploratorio, con enfoque cualitativo, y se realizó a partir de una investigación documental, que reveló un proceso de maduración política sobre el carácter educativo de la Formación Profesional y Tecnológica.É inegável que um marco regulatório reflete os ideais políticos a respeito de um tema, da mesma forma que determina um ajuste de conduta da população que a ele subordina. Pensando nisso, o presente artigo apresenta uma análise crítica dos marcos regulatórios brasileiros sobre a educação técnica e profissional, que foram selecionados pela Secretaria de Educação Profissional e Tecnológica, subordinada ao Ministério da Educação do Brasil, como principais no Histórico da Educação Profissional e Tecnológica no período de 1909 a 1988. A análise crítica dos marcos regulatórios busca entender o papel que a política colocava a Educação Profissional e Tecnológica e o quanto isso foi sendo alterado durante o período estudado.
