Professional Technical High School Education after LDB/1996: contradictions, advancements and setbacks

Resumo: This study focuses on Professional Technical High School Education (EPTNM, in its Portuguese abbreviation) in Brazil post-National Education Guidelines and Framework Law (1996) until the publication of the brand new General National Curricular Guidelines for Vocational and Technological Education (2021). To do so, it uses documentary research procedures with a qualitative approach, associating historical, legal, economic and political aspects in order to understand changes in educational policy, within the context of disputes between educational initiatives, under the determinations of a capitalist society. From a critical perspective, the study seeks to discuss the contradictions of educational policies under EPTNM, by posing questions regarding the advancements and setbacks of normative measures that were (and are) the grounds for the actions and strategies of the Brazilian State approaching, most notably, the possibilities of implementation of the EPTNM in High School. In particular, it points out how Law no. 13.415/2017, the New Pathways Program, CNE/CP Ruling no. 17/2020 and CNE/CP Resolution no. 01/2021 (recent documents that have driven the educational policy for EPTNM) have represented the interests of productive sectors by meeting the demands of labor force buyers and, consequently, have retreated politically and gone against formative proposals committed to the interests of the working class.

Utiliza procedimientos de investigación documental, con enfoque cualitativo, relacionando aspectos históricos, legales, económicos y políticos para comprender los movimientos de la política educativa, en el contexto de disputas entre propuestas formativas, bajo las determinaciones de la sociedad capitalista. Desde una perspectiva crítica, busca discutir las contradicciones de la política educativa para la EPTNM, presentando problematizaciones sobre los avances y retrocesos de los documentos normativos que fundaron (y subyacen) las acciones y estrategias del Estado brasileño abordando, en particular, las possibilidades de oferta vinculadas a la Educación Secundaria. Señala, de manera especial, cómo la Ley N ° 13.415 / 2017, el Programa Novos Caminhos, el Dictamen CNE / CP N ° 17/2020 y la Resolución CNE / CP N ° 01/2021 (documentos recientes inductores de política educativa para la EPTNM) han representado los intereses de los sectores productivos de el capital al apuntar expresamente a una mayor alineación con las demandas del compradores de la força del trabajo y cómo, por tanto, regresa politicamente y van en contra de propuestas formativas comprometidas con los intereses de la clase obrera.O estudo versa sobre a Educação Profissional Técnica de Nível Médio (EPTNM) no Brasil, no período pós-Lei de Diretrizes e Bases para a Educação Nacional (1996) até a publicação das novíssimas Diretrizes Curriculares Nacionais Gerais para a Educação Profissional e Tecnológica (2021). Para tanto, utiliza procedimentos de pesquisa documental, com abordagem qualitativa, relacionando os aspectos históricos, legais, econômicos e políticos para buscar compreender os movimentos da política educacional, no contexto das disputas entre propostas formativas, sob as determinações da sociedade capitalista. A partir de uma perspectiva crítica, busca discutir as contradições da política educacional para a EPTNM apresentando problematizações acerca dos avanços e dos recuos dos documentos normativos que fundamentaram (e fundamentam) as ações e estratégias do Estado brasileiro, abordando, principalmente, as possibilidades de oferta da EPTNM articuladas ao Ensino Médio.
