Resumo: | The debate about "good government" currently it is extremely relevant and such discussion that permeates political science, has gained increasing centrality. This theme is the efficiency analysis of governments in meeting the demands of society. Based on this assumption, this study aimed at identifying which variables can explain administrative efficiency in municipal managements. The Index of Basic Education Development (IBED), was used as the dependent variable, which was understood in this work as an indicator that expresses the quality of government outputs. In order to explain the variation of this indicator, it was used, among other variables, the proportion of teachers with university degree, the municipal party fractionalization and the main independent variable, the index FIRJAN Fiscal Management (IFGF), which expresses the administrative capacity of municipal manager. Tests inferential presented a statistical significance between balance of municipal accounts and school performance. So, students who study in municipalities with fiscal health have better incomes. Thus it was possible to conclude that good governance consists of various political, social, and educational management. |

Este tema trata-se da análise da eficiência dos governos no atendimento de demandas da sociedade. Partindo desta premissa, este estudo teve por objeto identificar que variáveis explicam a eficiência administrativa nas gestões municipais brasileiras. O Índice de Desenvolvimento da Educação Básica (IDEB), foi utilizado como variável dependente, sendo entendido nesse trabalho como indicador que expressa a qualidade dos outputs governamentais. Para explicar a variação desse indicador, foi utilizado, dentre outras variáveis, a proporção de docentes com ensino superior completo, a fracionalização partidária municipal e, a principal variável independente, o Índice FIRJAN de Gestão Fiscal (IFGF), que expressa a capacidade administrativa do gestor municipal. Os testes inferenciais apresentam significância estatística entre equilíbrio de contas municipais e rendimento escolar. Ou seja, alunos que estudam em municípios com saúde fiscal apresentam melhores rendimentos.
