This article objective is to analyze the financial feasibility to promote deaf people education access, investigating whether the cost of formulating an educational plan that takes into account deaf identity and culture is worth bearing. If the question turns out to have a positive answer, it is asked if such plans would influence on brazilian economic development. First, it will be explored the evolution of educational public policies for deaf people in order to verify the relationship between the implementation of this right and the financial expenditure inherent to it and whether it would contribute to social and economic brazilian development. To do so, using theoretical and bibliographical research, it is sought to demonstrate that inclusive education constitutes a instrument to achieve the right to access inclusive education for deaf people insofar deaf identity and culture are respected through, especially, the teaching of LIBRAS, and it should, therefore, have organized and planned distribution of economic resources for the development and practice of new educational plans. Finally, the implementation of an inclusive education project focused on the particularities of the deaf students would result in mutual benefits for the society and the collective community of deaf people and people without disabilities.
