Políticas educacionais: a experiência inovadora do município de Sobral

Resumo: | This paper is a case study about Sobral, a municipality located in the state of Ceará and inserted within a context of precarious educational structure, low access to education, high evels of school dropout of the low percentage enrolled in the education network and students with disabilities. more than two years of school delay. Pressure to restructure the educational system and reformulate of the educational policies are consolidated with the Federal Constitution of 1988 and pressure from international organizations. The changes are strengthened with the formulation of legal and technical instruments that seek to guide actions and strategy in order to democratize education and to form citizens. In this scenario, Sobral stands out as the precursor municipality, in the state scenario, of the implementation of necessary reforms in education, assuming that literacy is the basis for successful schooling. This research aims to answer the following question: Why can the reform of the Educational Policy of Elementary Education in the municipality of Sobral be considered innovative? The objectives of the investigation were: to explain about the historical evolution of public educational policy in Brazil and Ceará; to describe the reforms in the educational policy of sobral with a focus on elementary education, and to discuss the concepts of innovation in education in the reforms of the educational policy of Sobral in elementary education. Through descriptive, bibliographic and documentary research and the qualitative approach, it was possible to consider subjective and objective information for a broad survey of the information in order to know all aspects of the object studied. Furthermore, the present work was based on scholars of Brazilian and Ceará history such as Napoline (2001), Dambros and Mussio (2014), Sumiya, Araujo and Santos (2017) and Abrucio (2018), and on authors who discussed the new educational policy of Sobral. With the objectives achieved and once all the research is carried out, it was possible to conclude that the actions and strategies formulated and implemented in the new educational policy in Sobral are innovative initiatives, as the methodologies and practices have overcome the challenges of placing school and education at the center of the municipal political agenda, guaranteeing in fact the training of teachers, the autonomy of school management, the dialogue with parents, teachers and students, equality, critical citizenship and the training of citizens. And with that, they brought effective results when applying planned changes in order to provide the institution, management and educational system of Sobral with capacity to satisfy the objectives that motivated the innovation itself. |

A pressão por reestruturação do sistema educacional e reformulação das políticas educacionais se consolidam com a Constituição Federal de 1988 e a pressão dos organismos internacionais. As mudanças se fortalecem com a formulação de instrumentos legais e técnicos que buscam nortear ações e estratégia com o objetivo de democratizar a educação e formar cidadãos. Nesse cenário, Sobral se destaca como o município precursor, no cenário estadual, da implementação de reformas necessárias na educação partindo do pressuposto de que a alfabetização é a base para a escolarização bem-sucedida. A pesquisa busca responder a seguinte pergunta: Porque a reforma na Política Educacional do Ensino Fundamental do município de Sobral pode ser considerada inovadora? Os objetivos da investigação foram: explanar acerca da evolução histórica da política pública educacional no Brasil e no Ceará; descrever as reformas na Política educacional de Sobral com foco no ensino fundamental, e discutir os conceitos de inovação na educação e as reformas na política educacional de Sobral no ensino fundamental. Por intermédio da pesquisa descritiva, bibliográfica, documental e qualitativa, foi possível considerar informações subjetivas e objetivas para um levantamento amplo das informações com a finalidade de conhecer todos os aspectos do objeto estudado. Outrossim, o presente trabalho foi baseado em estudiosos da história brasileira e cearense como Napoline (2001), Dambros e Mussio (2014), Sumiya, Araujo e Santos (2017) e Abrucio (2018), e em autores que discorreram sobre a nova política educacional de Sobral. Com os objetivos alcançados e diante de todas as pesquisas realizadas foi possível concluir que as ações e estratégias formuladas e implementadas na nova política educacional de Sobral são iniciativas inovadoras, pois as metodologias e práticas transpuseram os desafios de colocar a escola e a educação no centro da agenda política municipal, garantindo de fato a capacitação dos professores, a autonomia da gestão escolar, o diálogo com pais, professores e alunos, a igualdade, a cidadania crítica e a formação do cidadão.
