Resumo: | The central idea of this work â the School Meal Program in the Maintenance and Development of Education: Congruences and Incongruences in the Legislation, emphasizes the National School Meal Program with regard to funding and to its inclusion in the National Educational Bases and Guidelines Law â LDB. The study addresses the analysis of the importance of the school meal, among other factors, for the maintenance and development of education through questioning the reasons and justifications why it was not included in the list of these expenses (LDB, article 70), whose resources are guaranteed by constitutional binding of 25% of revenues from taxes and transfers of States, Federal District and Municipalities (Federal Constitution of 1988, article 212). Considering the nature of this study, we found the qualitative research method to be the most appropriate, accomplished through bibliographical and documental research and directed interviews. Accordingly, the theoretical examination of the theme was based on academic literature as a way to better understand the discussion that permeated the backstage of the construction of the LDB â minutes of meetings of the House of Representatives Committee on Education, Culture, Sports and Tourism â as well as the interviews given by leaders, legislators and intellectuals who participated and still participate in this process. It is noteworthy that this study does not claim to necessarily exhaust the subject with ultimate conclusions, but to retake and deepen this debate, considered crucial to ensuring the school meal program, which is certainly of utmost importance for the maintenance and development of education and consequently for the improvement of education as a whole. Surely, this work reflects the firm determination to help resolve ambiguities which may exist around the discussion of this issue and to support initiatives that contribute to ensure the food security of the children and youth who attend the Public School System in this country. |

O estudo dedica-se, à anÃlise da importÃncia da alimentaÃÃo escolar dentre outros fatores, para a manutenÃÃo e desenvolvimento do ensino a partir do questionamento acerca das razÃes e das justificativas pelas quais ela nÃo foi incluÃda no rol destes gastos (art. 70, da LDB), cujos recursos sÃo garantidos pela vinculaÃÃo constitucional de 25% das receitas dos impostos e transferÃncias dos Estados, Distrito Federal e MunicÃpios (ConstituiÃÃo Federal de 1988, artigo 212). Pela natureza deste estudo, o mÃtodo qualitativo de investigaÃÃo se constitui no mais adequado, realizado por meio de pesquisa bibliogrÃfica e documental e entrevistas dirigidas. Nesse sentido, o aprofundamento teÃrico do tema se fundamentou na bibliografia acadÃmica como forma de melhor apreender a discussÃo que permeou os bastidores da construÃÃo da LDB - Atas das reuniÃes da ComissÃo de EducaÃÃo, Cultura, Esporte e Turismo da CÃmara dos Deputados Federais â como tambÃm as entrevistas concedidas por dirigentes, parlamentares e intelectuais que participaram e participam de alguma forma deste processo. Vale ressaltar que este estudo nÃo tem a pretensÃo de necessariamente esgotar o assunto com conclusÃes definitivas, mas sim retomar e aprofundar este debate, que se considera de suma importÃncia para a garantia do programa de alimentaÃÃo, que certamente à crucial para a manutenÃÃo e desenvolvimento do ensino e, consequentemente, para a melhoria da educaÃÃo de uma forma geral. Seguramente, este trabalho traduz a vontade firme de contribuir para dirimir ambiguidades porventura existentes em torno da discussÃo do referido tema e subsidiar iniciativas que contribuam para a garantia da seguridade alimentar das crianÃas e jovens que frequentam a escola pÃblica neste paÃs.
