Assessment of sustainable urban mobility indicators for the city of São Mateus, ES

Resumo: The mobility system of a city has a direct impact on the population's quality of life, implying the way in which citizens enjoy the right to come and go, as well as the possibility of accessing basic services. In this context, the objective of the present study consists of evaluating the sustainable urban mobility index for the municipality of São Mateus, ES, from 2013 to 2020, in the social, economic and environmental dimensions. For this, a bibliographic survey was carried out in order to identify the set of indicators that would best suit the study based on the availability of data. As main results resulting from the research, an average for the Global Sustainable Urban Mobility Index of 0,5146 was identified, positive result within the evaluated scale (between 0 and 1), highlighting the good performance obtained for the social dimension (0,6678). As for the indicators, a poor performance was observed regarding public investments, family budget spent in the transport sector and the use of alternative fuels and clean energy. A good performance was identified for the indicators of accidents involving pedestrians and cyclists, and urban facilities (schools). Therefore, it was possible to conclude that the methodology adopted showed potential for identifying positive and negative points in the local transport system, and can be used to assist the public authorities in defining strategies to improve sustainable urban mobility in the municipality.

En ese contexto, el objetivo del presente estudio es evaluar el índice de movilidad urbana sostenible para el municipio de São Mateus, ES, de 2013 a 2020, en las dimensiones social, económica y ambiental. Para ello, se realizó un levantamiento bibliográfico con el fin de identificar el conjunto de indicadores que mejor se adaptaría al estudio en función de la disponibilidad de datos. Como principales resultados resultantes de la investigación, se identificó una media para el Índice Global de Movilidad Urbana Sostenible de 0,5146, resultado positivo dentro de la escala evaluada (entre 0 y 1), destacando el buen desempeño obtenido para la dimensión social (0,6678) . En cuanto a los indicadores, se observó un desempeño deficiente en cuanto a las inversiones públicas, gasto familiar en el sector transporte y uso de combustibles alternativos y energías limpias. Se identificó un buen desempeño para los indicadores de accidentes de peatones y ciclistas, y equipamientos urbanos (escuelas). Por lo tanto, fue posible concluir que la metodología adoptada mostró potencial para identificar puntos positivos y negativos en el sistema de transporte local y puede ser utilizada para ayudar a las autoridades públicas a definir estrategias para mejorar la movilidad urbana sostenible en el municipioO sistema de mobilidade de uma cidade possui reflexos diretos na qualidade de vida da população, implicando no modo como o cidadão usufrui do direito de ir e vir, bem como na possibilidade do acesso a serviços básicos. Neste contexto, o objetivo do presente estudo consiste na avaliação do índice de mobilidade urbana sustentável para o município de São Mateus – ES no período de 2013 a 2020, nas dimensões social, econômica e ambiental. Para tal, foi realizado o levantamento bibliográfico a fim de identificar o conjunto de indicadores que melhor se adequariam ao estudo com base na disponibilidade dos dados. Como principais resultados decorrentes da pesquisa, identificou-se uma média para o Índice de Mobilidade Urbana Sustentável Global de 0,5146, resultado positivo dentro da escala avaliada (entre 0 e 1), sendo destacado o bom desempenho obtido para a dimensão social (0,6678). Quanto aos indicadores, observou-se um desempenho ruim relativo a investimentos públicos, orçamento familiar gasto no setor de transporte e uso de combustíveis alternativos e energia limpa. Um bom desempenho foi identificado para os indicadores de acidentes com pedestres e ciclistas, e equipamentos urbanos (escolas).
