Urban Mobility Plan of Campina Grande City: An Analysis in the Light of Sustainability

Resumo: The problems related to mobility in the cities affect directly the populations’ quality of life, the planning of the cities and consequently its development. It is from this understanding that the importance of discussing actions related to urban mobility is acknowledged and it is based in the principles of sustainability as a way to promote a better planning and urban management. On that perspective, the present study aims to analyze the Urban Mobility Plan of Campina Grande city (PlanMob – CG), in the light of the urban sustainability based on the dimensions, themes and indicators proposed by Martins and Cândido (2015). This study is qualified as a qualitative approach, characterized as exploratory and descriptive, conducted as a case study. The results showed that the aspects of sustainability of the city, in their majority, were not contemplated in the mobility plan of the city, showing the main weaknesses of the PlanMob - CG. It is important to highlight that this study is limited in analyzing only the mobility plan (PlanMob – CG), not checking its implementation since it was drawn up in 2015 and it is in initial process of implementation of the actions.

Es a partir de ese entendimiento que se reconoce la importancia de discutir acciones relativas a la movilidad urbana basadas en principios de la sostenibilidad como forma de favorecer una mejor planificación y gestión urbana. En esta perspectiva, el presente estudio tiene como objetivo analizar el Plan de Movilidad Urbana del municipio de Campina Grande - PB (PlanMob-CG), a la luz de la sostenibilidad urbana, tomando como base las dimensiones, temas e indicadores propuestos por Martins y Cândido (2015). Este estudio se caracteriza como un abordaje cualitativo, caracterizado como exploratorio y descriptivo y conducido bajo la forma de estudio de caso. Los resultados evidenciaron que los aspectos de la sostenibilidad, en su gran mayoría, no fueron contemplados en el plan de movilidad del municipio, evidenciando las principales fragilidades del PlanMob - CG. Es importante resaltar que el presente estudio se limitó a analizar apenas el plan de movilidad (PlanMob-CG), no verificando su implementación, una vez que el mismo fue elaborado en 2015 y se encuentra en proceso inicial de implantación de acciones.Os problemas relacionados à mobilidade nas cidades afetam diretamente a qualidade de vida das populações, o planejamento das cidades e, consequentemente, seu desenvolvimento. É a partir desse entendimento que se reconhece a importância de se discutir ações relativas à mobilidade urbana embasadas em princípios da sustentabilidade como forma de favorecer um melhor planejamento e gestão urbana. Nesta perspectiva, o presente estudo tem como objetivo analisar o Plano de Mobilidade Urbana do município de Campina Grande – PB (PlanMob-CG), à luz da sustentabilidade urbana, tomando como base as dimensões, temas e indicadores propostos por Martins e Cândido (2015). Este estudo caracteriza-se como sendo de abordagem qualitativa, caracterizado como exploratório e descritivo e conduzido sob a forma de estudo de caso. Os resultados evidenciaram que os aspectos da sustentabilidade, em sua grande maioria, não foram contemplados no plano de mobilidade do município, evidenciando as principais fragilidades do PlanMob - CG.
