Management of water resources from the perspective of urban drainage planning and land use: the case of the Basin of Trapiche River, in Itaguaí

Resumo: | In half century, an unbridled process of urbanization converted a rural population into a concentrated mass mainly located in the cities of Brazil. The process is characterized by the lack of planning, allowing the occupation of fragile/inadequate areas, not taking into consideration the necessities for infrastructure, such as providing the new homes road access, nor connection to the public sewage system. Until today, many cities use rivers to transport their sewage, worsening the environmental quality and capacity for water flow. The difficulties to confront these and other many challenges are even harder due to the diversities of competencies involved in the solutions. The management of water resources is one example of the necessity to integrate many systems: a drainage plan can work as an integrating element while dealing with aspects of sanitation, waste, land use, and macro-drainage. Behind this aspect, this study presents the development of the planning for macro-drainage based on the case study of the Basin of Trapiche River, located in the Brazilian city of Itaguaí, using simple models, which are low cost and more accessible, for example, for small budget town halls. It was emphasized the use of non-structural, sustainable steps as means to support the management, increasing the capacity of infiltration and damping of the basin. The objective is to minimize the impacts of flood peaks, the frequent floods, and the risk of claims in Downtown basin, where the main administrative and commercial activities of the city are located. |

Em meio século, um processo de urbanização desenfreada converteu uma população rural em um contingente concentrado majoritariamente nas cidades do país. Caracterizado pela carência de planejamento, permitiu a ocupação de áreas frágeis/inadequadas desconsiderando necessidades de infraestrutura, como dotar as moradias de acesso e esgotamento sanitário. Ainda hoje, muitas cidades utilizam seus rios para afastamento dos esgotos, piorando sua qualidade ambiental e capacidade de escoamento. As dificuldades para enfrentamento de tantos problemas são maiores pela diversidade de competências envolvidas. A gestão dos recursos hídricos é exemplo da necessidade de interação entre diversos sistemas: um plano de drenagem pode servir como elemento integrador por lidar com aspectos de saneamento, resíduos, uso do solo e macrodrenagem. Nessa linha, este trabalho apresenta o desenvolvimento do planejamento de macrodrenagem baseado no estudo de caso da Bacia do rio Trapiche, em Itaguaí/RJ, empregando-se modelagens simples, de baixo custo e mais acessíveis, por exemplo, para pequenas prefeituras. Enfatizou-se a utilização de medidas sustentáveis, de caráter não estrutural, como uso de instrumentos de gestão para aumento da capacidade de infiltração/amortecimento da bacia. O objetivo é minimizar o pico das cheias, as frequentes enchentes e riscos de sinistros na bacia do Centro, onde se situam as principais atividades administrativas e comerciais do município.
