Brazilian urban drainage planning and management overview

Resumo: The increase in the number of extreme events as a consequence of climate change has aggravated problems and disasters associated with urban drainage, especially in tropical climates and in locations where urbanization still follows the hygienist model. To deal with these problems, well-designed and executed planning is essential. In terms of legal instruments for urban drainage planning, the only requirement is that municipalities have municipal basic sanitation plans (PMSB), which in turn are often voluminous documents that hinder comparative and global analysis. In this sense, this study aimed to use content analysis to compare and achieve an overview of how urban drainage has been planned. Therefore, the textual analysis software Iramuteq was used to perform quantitative analyses of 280 plans grouped into four Corpora referring to the states of Mato Grosso, Amazonas, Bahia, and municipalities distributed throughout Brazil. The results showed that in the states of Mato Grosso and Amazonas, the plans did not contemplate urban drainage systems with the same relevance as the other sanitation services. Plans were found in which sections of the texts presented the same number of occurrences of terms with spelling mistakes. Among the most frequent terms, none associated with sustainable urban drainage terminologies were observed.

Para hacer frente a estos problemas, es esencial una planificación bien diseñada y ejecutada. En términos de instrumentos legales para la planificación del drenaje urbano, el único requisito es que los municipios cuenten con planes municipales de saneamiento (PMSB), que a su vez suelen ser documentos voluminosos que dificultan el análisis comparativo y global. En este sentido, este estudio tuvo como objetivo utilizar el análisis de contenido para comparar y lograr una visión global de cómo se ha planificado el drenaje urbano. Para ello, se utilizó el software de análisis textual Iramuteq para realizar el análisis cuantitativo de 280 planes agrupados en cuatro Corpora referidos a los estados de Mato Grosso, Amazonas, Bahía y municipios distribuidos por todo Brasil. Los resultados mostraron que en los estados de Mato Grosso y Amazonas, los planes no contemplaron los sistemas de drenaje urbano con la misma relevancia que los demás servicios de saneamiento. Se encontraron planes en los que extractos de los textos presentaban el mismo número de términos con errores de ortográficos. Entre los términos más frecuentes, no se observó ninguno asociado a las terminologías de drenaje urbano sostenible.O aumento do número de eventos extremos como consequência das mudanças climáticas têm agravado problemas e desastres associadas à drenagem urbana especialmente em climas tropicais e em localizações cuja urbanização ainda segue o modelo higienista. Para lidar com esses problemas, planejamentos bem feitos e executados são essenciais. Em termos de instrumentos legais de planejamento de drenagem urbana, a única exigência é que os municípios possuam planos municipais de saneamento básico (PMSB), estes por sua vez, costumam ser documentos volumosos o que dificulta a análise comparativa e global. Nesse sentido, esse trabalho teve como objetivo usar das análises de conteúdo para comparar e alcançar um panorama geral sobre como a drenagem urbana tem sido planejada. Portanto, utilizou-se do software de análise textual Iramuteq para a realização de análises quantitativas de 280 planos agrupados em quatro Corpora referentes aos estados do Mato Grosso, Amazonas, Bahia e municípios distribuídos pelo Brasil. Os resultados mostraram que nos estados do Mato Grosso e Amazonas, os planos não contemplaram os sistemas de drenagem urbana com a mesma relevância que os demais serviços do saneamento. Foram encontrados planos em que trechos dos textos apresentaram o mesmo número de ocorrência de termos com erros de grafia.
