Post graduate programs evaluation: an integrated approach based on ELECTRE TRI, SWOT and CAPES evaluation system

Resumo: CAPES evaluates Postgraduate programs in Brazil. This evaluation drives thestrategies adopted by the direction of Brazilian postgraduate programs, althoughCAPES system doesn’t explicit the use of any traditional strategic planning approach inits system. Moreover, this system doesn’t explicit the use of approaches developed forqualitative variables evaluation. Present work proposes an original approach that isable to integrate a strategic planning method (SWOT) and a multicritério decision aidmethod (ELECTRE TRI) to CAPES evaluation’s system. An experimental application ofthe proposal is either presented in this work.

An experimental application ofthe proposal is either presented in this work. Os programas de Pós-graduação Stricto Sensu no Brasil são avaliados pelaCoordenação de Aperfeiçoamento de Pessoal de Ensino Superior (CAPES). Estaavaliação também serve como direcionador às estratégias adotadas pelascoordenações dos programas de Pós-graduação Stricto Sensu no Brasil. Este sistemade avaliação não explicita o uso de instrumental tradicionalmente adotado no âmbito adefinição de posicionamentos estratégicos e, tampouco, explicita o uso de métodospara o tratamento de variáveis subjetivas. O presente trabalho propõe um abordagemcapaz de incorporar abordagens de diagnóstico estratégico (SWOT) e de tratamentode variáveis subjetivas AMD) ao sistema de avaliação da CAPES.
