New perspectives on language policies: the weight of languages

Resumo: A language policy needs a precise description of reality. The « baromètre Calvet des langues du monde», which in its 2010 version takes into account the statistical analysis of ten discriminating factors, provides us with a panorama of  the « weight » of languages. As such, it is a most helpful decision tool for in vitro interventions on linguistic situations. Besides, a prospective reflexion about these situations shows us that, in the context of globalisation, a language policy cannot limit itself to the mere frontiers of a state, but that it should also take into account the world language situation. Then only can a language policy for linguistic diversity be devised.---Original in French

Le « baromètre Calvet des langues du monde », reposant dans sa version 2010 sur l’analyse statistique de dix facteurs discriminants, nous donne une vision du « poids » des langues et constitue une aide à la décision en matière d’intervention in vitro sur les situations linguistiques. Et une réflexion sur l’aspect prospectif de ces situations nous montre qu’à l’heure de la mondialisation une politique linguistique ne peut pas se limiter aux seules frontières d’un état mais doit tenir compte des relations entre toutes les langues du monde. C’est à cette condition qu’une politique linguistique de la diversité peut être pensée.------------------------------------------------------------------------Uma política linguística deve se apoiar numa descrição precisa da realidade do terreno. O "baromètre Calvet des langues du monde", em sua versão de 2010 sobre a análise estatística de dez fatores discriminantes, nos dá uma visão do "peso" das línguas e constitui um auxílio à decisão para a interveção in vitro sobre as situações linguísticas. E uma reflexão sobre o aspecto prospectivo dessas situações nos mostra que, no contexto da globalização, uma política linguística não pode se limitar meramente às fronteiras de um estado, mas deve considerar as relações entre todas as línguas do mundo.
