O financiamento da Educação Básica e a política de fundos em Goiás (1998 a 2011)

Resumo: | This research is located in the area that studies the State Politics and History of Education in the Program Graduate Education, Faculty of Education, Federal University of Goiás. Has as a research object the financing of the basic education with a focus on public policy of funds covering the movements and the impacts provoked by Fund for Development of Fundamental Education and Valorization of Teachers (FUNDEF) and the Fund for Basic Education Development and Improvement of Professional education (Fundeb) in the state of Goiás and education networks in the cities of Anápolis, Aparecida de Goiania, Goiania and Trindade. Aim of analyzing the movements and impacts of policy of funds in the context of enrollment in primary education and policies for the recovery of the professional teaching of the state and municipal as well as the finances of state government and the governments of municipalities in Goiás. The guiding questions of the study include, among others, the analysis of the historical movement of the financing of public education in the Brazilian Constitutions, the theoretical and technical contributions that appeared during the history of funding of national education for the design and creation of funds realized in the accounting Fundef and Fundeb, the political context and the concept of State and governments have to approve the proposed constitutional amendments that changed the legal structure of education funding, creating Fundef/Fundeb and mechanisms for redistribution of resources related to funding public education. And yet the movements and the impacts that the policy statements of funds caused the organization of the state and municipal school networks, as well as basic education in general. Through archival research and literature, this study indicated that the policy of funding was the major driving force behind the process of decentralization of enrollment in the State of Goiás, especially the first stage of basic education, increasing the funds received by municipalities in the basket Fundef / Fundeb, in contrast, the loss of state government as a result of the decline in enrollment. Possui como objeto de pesquisa o financiamento da Educação Básica pública com foco na política de fundos contemplando os movimentos e impactos provocados pelo Fundo de Desenvolvimento do Ensino Fundamental e Valorização do Magistério (Fundef) e pelo Fundo de Desenvolvimento da Educação Básica e Valorização dos Profissionais da Educação (Fundeb) na rede estadual de ensino de Goiás e nas redes dos municípios de Anápolis, Aparecida de Goiânia, Goiânia e Trindade. Objetiva analisar os movimentos e impactos da política de fundos no contexto das matrículas do ensino fundamental e das políticas de valorização dos profissionais do magistério da rede estadual e das redes municipais, bem como das finanças do governo do estado e dos governos dos municípios goianos. As questões norteadoras do estudo contemplam, dentre outras, a análise do movimento histórico do financiamento da educação pública nas diversas Constituições brasileiras; as contribuições teóricas e técnicas surgidas no decorrer da história do financiamento da educação nacional, para a concepção e a criação dos fundos contábeis materializadas no Fundef e no Fundeb; o contexto político e a concepção de Estado dos governos que propuseram e fizeram aprovar as Emendas Constitucionais que mudaram a estrutura legal do financiamento da educação, criando o Fundef e o Fundeb como mecanismos de redistribuição dos recursos vinculados ao financiamento do ensino público. E, ainda, os movimentos e impactos que a política dos fundos contábeis causou na organização da rede estadual e das redes municipais de ensino fundamental, bem como da Educação Básica de forma geral. Por meio da pesquisa documental e bibliográfica, este trabalho apontou que a política de fundos foi a grande propulsora do processo de municipalização das matrículas no Estado de Goiás, principalmente da primeira fase do ensino fundamental, ampliando os recursos recebidos pelos municípios na cesta do Fundef/Fundeb; em contrapartida, a perda de recursos do governo do estado em consequência da queda do número de matrículas.
