Efetividade e entraves do PRONAF para a segurança alimentar dos agricultores familiares do município de Itapuranga - Goiás

Resumo: This work aims to assess the effects of the National Program for the Strengthening of Family Agriculture on food safety of the family agricultures in the municipality of Itapuranga-Goiás. The focus topic of the research was developed from the question: is it possible from a comparison between agricultures who beneficiate and those who do not beneficiate of PRONAF (NBPs) verify the effects on the crystallization of the elements of food security of households surveyed, assuming the hypothesis that: PRONAF provides productive and social inclusion; affects social and economical indicators of the families; relevantly contributes to improve the levels of food safety of the family agricultures in the programme. In order to pursue the presented goal this study has sequentially dealt with the following stages: (1) it presented the evolution of the public policies towards family agriculture and institutional aspects of PRONAF; (2) it described the family agricultures of the region studied under a social and economical perspective focusing on access to PRONAF; (3) it compared the agricultures BPs and NBPs in order to measure the effects of PRONAF on elements of food safety. The technique of comparative analysis of groups and checking frequencies, based on the collected data, considered the many variables researched. The sample was made up of 70 producers and the sample calculation was determined with a fixed value based on the level of reliability of 90%, whereas the sampling error is 7% and p = 0,85 and q = 0,15. The most important variables in the comparative analysis between BPs and NBPs on the issue of food safety were: health, work, income, housing,schooling, agricultural production, environmental practices, other networks of social protection and the level of food safety. The research results demonstrated that there is a relationship amongst the variables schooling, environmental practices, social protection, income, tradition and habits and PRONAF; on the other hand, there is not such relationship amongst PRONAF and the variables health and food safety. Finally, it is noteworthy that the results, in a general way suggest that food safety does not depend on the participation in PRONAF.

Finally, it is noteworthy that the results, in a general way suggest that food safety does not depend on the participation in PRONAF.Este trabalho tem por objetivo avaliar os efeitos do Programa Nacional de Fortalecimento da Agricultura Familiar na segurança alimentar dos agricultores familiares do município de Itapuranga-Goiás. O ponto central da pesquisa partiu do seguinte questionamento: é possível a partir de uma comparação entre os agricultores beneficiários (BPs) e os nãos beneficiários do PRONAF (NBPs) verificar os efeitos na cristalização dos elementos de segurança alimentar das famílias pesquisadas, considerando as seguintes hipóteses: o PRONAF propicia inclusão produtiva e social; provoca efeitos nos indicadores socioeconômicos das famílias; contribui significativamente para melhorar os níveis de segurança alimentar dos produtores familiares incluídos no programa. Visando o alcance do objetivo proposto, o estudo perpassou pelas seguintes etapas: (1) apresentou a evolução das políticas públicas para a agricultura familiar e os aspectos institucionais do PRONAF; (2) caracterizou socioeconomicamente os agricultores familiares na região em estudo com recorte no acesso ao PRONAF; (3) analisou comparativamente os produtores BPs e NBPs para a verificação dos efeitos do PRONAF em elementos de segurança alimentar. Foi utilizada a técnica de análise de comparação de grupos e averiguação de frequências, com base nos dados coletados, considerando as várias variáveis pesquisadas. A amostra foi constituída por 70 produtores, sendo o cálculo amostral definido com valor determinado no grau de confiança de 90%, o erro amostral de 7%, e p = 0,85 e q = 0,15. As principais variáveis na análise de comparação entre grupos de BPs e NBPs quanto à questão da segurança alimentar foram: saúde, trabalho, renda, moradia, educação, produção agrícola, práticas ambientais, outras redes de proteção social e, nível de segurança alimentar. Os resultados da pesquisa permitiram verificar que as variáveis, escolaridade, práticas ambientais, proteção social, renda e tradição e costumes há uma relação entre o PRONAF e as mesmas, por outro lado, para as variáveis, saúde e segurança alimentar (fome), não existe relação.
