Resumo: The article aims to analyze the differences between the public policy proposals formulated for the realization in 2022 of the National Conference on Education (CONAE) and the National Popular Conference on Education (CONAPE) on professional and technological education. Taking the contributions of Pateman, Boaventura and Avritzer on participatory democracy, Gramsci on hegemony and civil Society and Frigotto on professional education, we identified that there was a reduction in spaces for participation and the strengthening of the hegemony of busine ss entities in CONAE to the detriment of social movements in education, who started to work at CONAPE. The sources and the research methodology are constituted by the bibliographic review and the analysis of the reference documents produced for the IV CONAE and II CONAPE. Democracy.El artículo tiene como objetivo analizar las diferencias entre las propuestas de política pública formuladas para la realización en 2022 de la Conferencia Nacional de Educación (CONAE) y la Conferencia Nacional Popular de Educación (CONAPE) sobre educación profesional y tecnológica. Tomando los aportes de Pateman, Boaventura y Avritzer sobre democracia participativa, de Gramsci sobre hegemonía y sociedad civil y de Frigotto sobre educación profesional, identificamos que hubo una reducción de los espacios de participación y el fortalecimiento de la hegemonía de las entidades empresariales en la CONAE en detrimento de los movimientos sociales en educación, que empezó a trabajar en CONAPE. Las fuentes y la metodología de investigación están constituidas por la revisión bibliográfica y el análisis de los documentos de referencia elaborados para el IV CONAE y II CONAPE.
