EXPANSION OF PUBLIC SECONDARY EDUCATION IN THE STATE OF SÃO PAULO AND EXPANSION OF THE PHYSICAL NETWORK: POLITICAL ACTORS AND FEDERED ENTITIES IN DISPUTE (1947-1963)

Resumo: Among the changes triggered in the political scenario that began in 1930 is the expansion of secondary education in the state of São Paulo, where until then there were only three schools of this type of education, with a markedly elitist and propaedeutic character. The process started between 1932 and 1947, when 58 public junior high schools were created through the initiative of the interventors and the municipalities. In the subsequent period, from 1947 to 1963, 474 junior high school establishments and 121 high schools were created, already with a significant participation of the State Legislative Assembly. This process involved an imbricated relationship between state and municipal public authorities and different social actors. The objective of this paper is to analyze the performance of these actors, problematizing disputes and representations about secondary school, especially involving the physical network of schools.

El proceso se inició entre 1932 y 1947, cuando se crearon 58 gimnasios oficiales por iniciativa de los interventores y los municipios. En el período posterior, de 1947 a 1963, se crearon 474 gimnasios y 121 colegios, ya con una participación significativa de la Asamblea Legislativa del Estado. Este proceso implicó una relación imbricada entre las autoridades públicas estatales y municipales y los diferentes actores sociales. El objetivo de este texto es analizar el desempeño de estos actores, problematizando disputas y representaciones sobre la escuela secundaria, especialmente involucrando la red física de las escuelas.Entre as mudanças desencadeadas no cenário político iniciado em 1930, está a expansão do ensino secundário no estado de São Paulo, onde até então existiam apenas três escolas dessa modalidade de ensino, com um caráter marcadamente elitista e propedêutico. No período subsequente, de 1947 a 1963, foram criados 474 ginásios e também 121 colégios, já com uma participação significativa da Assembleia Legislativa Estadual. Esse processo envolveu uma imbricada relação entre os poderes públicos estadual e municipal e diferentes atores sociais.
