A tributação sobre minérios no Brasil: um longo caminho de desoneração sobre nossas riquezas

Resumo: The foundation of the tax is its importance as a financial instrument to guarantee rights. Therefore, from this foundation derives the reason for its compulsory nature on economic activities that demonstrate signs of wealth and that are produced from a consolidated social structure. However, much is questioned whether in the extraction of ores taxation follows the same logic. In other words, does the long path taken by the exploration of minerals in Brazil weaken or strengthen the discourse? Understanding how this dialogue took place is the first step towards discussing the possibilities of using public revenue as a financial instrument capable of connecting the current and future generations. It is within this problem that this article, using the documentary and bibliographic method, invites the reader to reflect.

No entanto, muito se questiona se na extração de minérios a tributação segue essa mesma lógica. Ou seja, o longo caminho percorrido pela exploração de minérios no Brasil enfraquece ou fortalece o discurso? Entender como foi esse diálogo é o primeiro passo para se discutir as possibilidades do uso da receita pública, enquanto instrumento financeiro capaz de fazer a ligação entre a atual e a futura geração.
