Census research on large-scale educational assessments: an analysis of the universalization and publication of high school results on Saeb-Ideb/ 2017

Resumo: This article focuses on the debates about the minimum attendance required to schools for having their results in the Brazilian educational assessments published, considering the effects of the growing use of census research on national studies. An indicator was developed based on the number of secondary schools that met the 80% student’s attendance required by Saeb/Ideb 2017. The analysis indicates that more than half of the participant schools did not have their results publicly available by the national assessment.  A high variability was observed among the percentage of schools that reached the minimum criteria in each of Brazilian states (14% - 97%). The study points out the financial and educational effects of this scenario and discuss how they may be exacerbated by the current government policies related to assessments performed by census method.

Se desarrolló y se analizó un indicador basado en el número de escuelas secundarias que cumplieron con el 80% de asistencia de estudiantes al Saeb/Ideb 2017. El análisis indica que más de la mitad de las escuelas participantes no ha tenido sus resultados publicados en el estudio de evaluación nacional. Se observó una alta variación en el porcentaje de escuelas que alcanzaron el criterio mínimo en cada uno de los estados brasileños (14% - 97%). El estudio señala los efectos financieros y educativos de este escenario y discute la tendencia a su agravamiento ante la ampliación de las evaluaciones realizadas por el método censal.O presente artigo debate o alcance das taxas de participação exigidas para a divulgação dos resultados por escola nas avaliações externas nacionais e o seu impacto no contexto de massiva ampliação da abrangência das aplicações. Elegeu-se como estudo de caso a censitarização estendida ao ensino médio na edição de 2017 do Saeb/Ideb. Utilizou-se como método a análise descritiva dos normativos legais sobre o tema, associada à produção e interpretação de indicador baseado no percentual de escolas com dados divulgados por Unidade da Federação e por dependência administrativa.
