Mandatory pre-school in perspective: evaluation of care in the state of Rio de Janeiro

Resumo: | The article aims to evaluate the effects of compulsory schooling on Early Childhood Education after the constitutional amendment nº 59/2009 (BRASIL, 2009a). The research investigate the municipal education system in the state of Rio de Janeiro and observe if the children at 4 and 5 years old were at school system and how this service was provide. As a methodological choice, the sample were build with the goal to address the following question: do municipalities with similar population and GDP have the same degree of expansion of service? From a sample of 16 municipalities, the characteristics of the preschool service and its forms of expansion - public, private, partnership, infrastructure are described and, finally, the impacts of the expansion in the daycare service are examined. The analyzes were based on quantitative data extracted from the microdata of Basic Education Census of Ministry of Education and the Demographic Census of the Brazilian Institute of Geography and Statistics (IBGE). |

Foram adotadas como unidade de estudo as redes municipais de ensino do estado do Rio de Janeiro, buscando observar se a população de 4 e 5 anos de idade foi atendida e como ocorreu este atendimento. Para tanto, como escolha metodológica, optou-se pela construção de uma amostra ancorada na seguinte indagação: municípios com população e PIB semelhantes têm o mesmo grau de expansão do atendimento? A partir de uma amostra de 16 municípios, foi possível conhecer as características do atendimento à pré-escola e suas formas de expansão – ensino público, privado ou conveniado, infraestrutura e, por fim, os impactos da expansão no atendimento à creche.
