Democratic potential of the Internet

Resumo: This production addresses the literature review carried out in a doctoral research with the theme “Education and Technology”, to demonstrate that the Internet has significant political implications. The study has a theoretical nature, with a qualitative approach and a phenomenological justification, based on the contributions of Bicudo (2011), whose theoretical framework runs through the works of Feenberg (1986; 1995; 2010; 2017), Feenberg and Barney (2003), Feenberg and Friesen (2012) and Marx (2004; 2008). It is noted that human action, and not technology, will decide the future of the Internet, because when technologies are understood as terrains of struggle, and not as fixed and finished elements, they are disqualified and exposed to criticism and transformation. Thus, the most innovative aspect of the Internet is the ability to support a collective reflection on the interests of participants in all areas of life

El estudio tiene un carácter teórico, con un enfoque cualitativo y fenomenológico basado en los aportes de Bicudo (2011), cuyo enfoque teórico permea los trabajos de Feenberg (1986; 1995; 2010; 2017), Feenberg y Barney (2003), Feenberg y Friesen (2012) y Marx (2004; 2008). Cabe señalar que la acción humana, no la tecnología, decidirá el futuro de Internet, porque cuando las tecnologías se entienden como terrenos de lucha, y no como elementos fijos y acabados, son descalificadas y expuestas a la crítica y la transformación. Por lo tanto, el aspecto más innovador de Internet es la capacidad de apoyar una reflexión colectiva sobre los intereses de los participantes en todos los ámbitos de la vida.  Esta produção trata sobre a revisão de literatura realizada em pesquisa de doutoramento com a temática “Educação e Tecnologia”, para demonstrar que a Internet possui implicações políticas significativas. O estudo possui natureza teórica, com abordagem qualitativa e fundamentação fenomenológica baseadas nas contribuições de Bicudo (2011), cujo recorte teórico perpassa as obras de Feenberg (1986; 1995; 2010; 2017), Feenberg e Barney (2003), Feenberg e Friesen (2012) e Marx (2004; 2008). Nota-se que a ação humana, e não a tecnologia, decidirá o futuro da Internet, pois, quando as tecnologias são entendidas como terrenos de luta, e não como elementos fixos e acabados, elas são desqualificadas e expostas a críticas e transformações.
