The perception of the users of the Brazilian Health System (SUS) about right to health

Resumo: Introduction: The Brazilian Health System (SUS) is characterized as a public social policy and a right acquired by the Brazilian population. Purpose:  Analyze the perception of SUS’ users about right to health. Materials and Methods: Qualitative study, developed in the state of Rio de Janeiro, with 30 SUS`users. Data were collected through interviews, during the period from June to July of 2018, and were analyzed by the technical of content analysis. RESULTS: Users recognize access to health services as a right, present points of satisfaction with the system, but they report having difficulties in realizing the rights identified. There is also a (un) knowledge of SUS users about the right to participate in collegiate spaces for health decision-making. CONCLUSION: Despite the difficulties experienced by users, they recognize the importance of the health system and refer to the desire to deepen the knowledge about their rights so that they can demand them and make it more effective.

Objetivo: Analisar a percepção dos usuários do SUS sobre o direito à saúde. Materiais e Método: Estudo qualitativo, desenvolvido no estado do Rio de Janeiro, com 30 usuários do SUS. Os dados foram coletados por meio de entrevista, no período de junho a julho de 2018, e analisados a partir da técnica de análise de conteúdo. Resultados: Os usuários reconhecem o acesso aos serviços de saúde como um direito, apresentam pontos de satisfação com o sistema, porém referem ter dificuldades para a concretização dos direitos identificados. Observa-se ainda um (des)conhecimento dos usuários do SUS sobre o direito à participação nos espaços colegiados de tomadas de decisões em saúde.
