Política pública de acesso aberto à produção científica: um estudo sobre a implementação de repositórios institucionais em instituições de ensino superior

This article aims to understand the main activities related to the implementation of Institutional Repositories (IRs) in eleven Brazilian higher education institutions as well as the creation of its Institutional Information Policies (IIP). This is a descriptive research. As an instrument for data collection was used questionnaires available through Google Docs, which were answered by the professionals responsible for the IRs in the eleven higher education institutions surveyed. The data were subjected to a content analysis. Through the experience of the implementation in the institutions analyzed, it was concluded that the general questions guided by the IBICT edict, which provided the distribution of technology kits to support universities and public research institutions in the implementation of IRs, were taken almost in its entirely by the institutions surveyed. The main limitation in the implementation was about the issue of mandatory deposit, because the institutions have failed to make the required deposit of publications, thus not meeting this criterion provided by IBICT. Concerning the IBICT policy, it presents limitations because the deadline established was too short to the implementation process and lacked support in regards to training. During the activities for the implementation of IRs, the main difficulties cited by the surveyed institutions were on the preparation of the IRs operating policy, the lack of a mandatory policy, the lack of institutional support and lack of awareness on the part of researchers.
