Resumo: The research deals with the Municipal School Feeding Program (PMAE), of the Municipal Network of Teaching of São Luís - MA, with emphasis on the conceptions of management and implementation and for social control, through the School Feeding Council (CAE), contemplated normative legal instruments. It is linked to the Research Line "State and Educational Management" and to the "Basic and Higher Education Policies" Research Group of the Post-Graduation Program in Education (PPGE) of the Federal University of Maranhão (UFMA). In the methodological course, a bibliographic, documentary, empirical, analytical descriptive and qualitative approach was used. Among the authors referenced are: Marx, Kosik, Bobbio, Mészarós, Amartya Sen, Saviani, Castro, Turpin, Vasconcelos, Abreu, Stefanini, Vieira, Gentili, Gohn, Rego, Lima and Sousa, Cury, Pipitone, Lima , Antunes, Coimbra, Cury, among others. We sought to understand the meanings that guide the management and implementation of the National School Feeding Program (PNAE), at the national level and in the teaching network of São Luís - MA. In the exposition of the dissertation text, besides the introduction and conclusion, 4 sections were developed. In the introduction, we present the subject of study, the research problem, the objectives and methodological procedures and the structure of exposition of the text. The second section deals with school feeding policy, conceptions and relationships, as well as a brief history of food in the world, the state of the art on food policy, including the analysis of the relationship between education and food. The third section deals with school feeding programs in Brazil, emphasizing normative legal instruments. In the fourth section, the PMAE - São Luís / MA is addressed, a brief characterization of the Program is carried out, the concepts and activities of the CAE are analyzed, as well as the limits and management challenges pointed out by the research subjects. The results of the research demonstrate the correctness and limits of the PMAE - São Luís, emphasizing its contribution in meeting the students' needs, as well as the repercussions on school performance. It should be noted that, even with the advances made, it is necessary to adopt strategies to overcome the difficulties encountered, among which the bureaucratic management perspective stands out, evidencing the need for a better articulation between the management of the PMAE and the other actors that participate in the implementation of the program.

Vincula-se à Linha de Pesquisa “Estado e Gestão Educacional” e ao Grupo de Pesquisa “Políticas de Educação Básica e Superior” do Programa de Pós-Graduação em Educação (PPGE) da Universidade Federal do Maranhão (UFMA). No percurso metodológico, realizou-se pesquisa bibliográfica, documental, empírica, descritiva analítica, e abordagem qualitativa. Entre os autores referenciados destacam-se: Marx, Kosik, Bobbio, Mészarós, Amartya Sen, Saviani, Castro, Turpin, Vasconcelos, Abreu, Stefanini, Vieira, Peixinho, Gentili, Gohn, Rego, Lima e Sousa, Cury, Pipitone, Lima, Antunes, Coimbra, Cury, entre outros. Buscou-se apreender os sentidos que orientam a gestão e a implementação do Programa Nacional de Alimentação Escolar (PNAE), em nível nacional e na rede de ensino de São Luís - MA. Na exposição do texto dissertativo, além da introdução e conclusão, foram desenvolvidas 4 seções. Na introdução, apresentam-se o tema objeto de estudo, o problema de pesquisa, os objetivos e procedimentos metodológicos e a estrutura de exposição do texto. Na segunda seção, abordam-se a política de alimentação escolar, concepções e relações, além de um breve histórico sobre alimentação no mundo, o estado da arte sobre a política de alimentação, incluindo a análise da relação entre educação e alimentação. A terceira seção contempla os programas de alimentação escolar no Brasil, enfatizando os instrumentos jurídicos normativos. Na quarta seção, aborda-se o PMAE - São Luís/MA, realiza-se breve caracterização do Programa, analisam-se as concepções e atuação do CAE, além dos limites e desafios da gestão apontados pelos sujeitos da pesquisa. Os resultados da pesquisa demonstram os acertos e limites do PMAE - São Luís, ressaltando a sua contribuição no atendimento das necessidades dos alunos, além dos reflexos no desempenho escolar.
