Resumo: Leisure is a human right as determined by the United Nations Universal Declaration of Human Rights (UDHR). The UDHR was promulgated in 1948 when the world was still emerging from the horrors of a war, which witnessed a denial of human rights on an industrial scale. The World Leisure Organization (WLO) was established as the International Recreation Association in 1952 and is one of 2,500 organizations with consultative status with the United Nations Educational, Scientific and Cultural Organization (UNESCO). It can therefore be seen as a modest contribution to the new “world order” of the post-World War II era. The first edition of its Charter for Leisure was published in 1970 and it was revised in 1970, 1979, and, more recently, in 2020. Based on these considerations, the purpose of this article is to analyze the Charter's position in the global human rights system and its potential role in leisure policy and research. It is divided into five main sections: The United Nations (UN) human rights system; Revising the Charter for Leisure; The revised Charter for Leisure; Supporting materials; and Conclusions.

La declaración fue promulgada en 1948, cuando el mundo todavía estaba emergiendo de los horrores de una guerra, que vio una negación de los derechos humanos a escala industrial. La Organización Mundial del Ocio (WLO), establecida como Asociación Internacional de Recreación en 1952, es una de las 2.500 organizaciones con estatus consultivo de las Naciones Unidas para la educación, la ciencia y la cultura (UNESCO). Por tanto, puede verse como una modesta contribución al nuevo "orden mundial" de la era posterior a la Segunda Guerra Mundial. La primera edición de su Carta para el Ocio se publicó en 1970 y fue revisada en 1970, 1979 y, más recientemente, en 2020. A partir de estas consideraciones, el objetivo de este artículo es analizar la posición de esa carta en el panorama global de los derechos humanos. sistema y su papel potencial, así como los derechos humanos en la política y la investigación del ocio. A Organização Mundial de Lazer (WLO), estabelecida como Internacional Recreation Association em 1952, é uma das 2.500 organizações com status consultivos da ONU para a educação, a ciência e a cultura (UNESCO). Pode, portanto, ser vista como uma modesta contribuição para a nova “ordem mundial” da era pós Segunda Guerra Mundial. A primeira edição da sua Carta para o Lazer foi publicada em 1970 e foi revisada em 1970, 1979 e, mais recentemente, em 2020. Partindo destas considerações, o objetivo deste artigo é analisar a posição da referida carta no sistema global de direitos humanos e seu potencial papel, bem como dos direitos humanos na política de lazer e na pesquisa.
