BASIC SANITATION AND THE LEGAL FRAMEWORK: : evaluation of the sector's efficiency in brazilian capitals

This paper aimed to analyze the technical efficiency of the water and sewage sector in Brazilian capitals for the year 2020, by comparing it with the two previous years. Data from the National Sanitation Information System (SNIS) were examined using the Data Envelopment Analysis (DEA) method. The results show that the water sector is more efficient than the sewage. In 2020, 20% of the provision of sanitary sewage services and 15% of the water supply sector were inefficient or showed poor efficiency. It is also possible to verify the below-average development in the northern capitals, in relation to water and sewage treatment, and in the southern capitals, considering the sewage sector. In this way, the relevance of the theme is verified in the face of the need for improvements in public policies for basic sanitation, mainly due to the period of universalization of services, provided in the legal framework.
