The racial quotas policy at public universities in Brazil, two decades later: an analysis

Resumo: | The racial quotas policy was adopted at the first Brazilian public universities in 2002 and sanctioned as a government policy ten years later, based on a wide-ranging discussion process involving government and civil society organizations. Almost two decades after the first initiatives, implemented in the midst of controversies, disputes and contrary reactions, it is possible to analyse the impacts of this policy, considering historical information, guidelines defended by movements of the black population, empirical data from universities and further reflections on the political options that gave rise to this affirmative action. The historical recovery deepens the roots of situations of social vulnerability that victimize most of the black population today, analysing critically the slavery in the country and the gaps in government support for slaves and their descendants. Information from the Demographic Census and the National Household Sample Survey (PNAD) show the numbers and colors of racial inequality today, recognizing the blacks and the poor ones practically as synonyms. And data on the quota policy make it possible to see a significant increase in the access of black students to higher education; the maintenance of the academic quality, with the presence of quota holders; the expansion of educational opportunities and social insertion to the black and poor population; and greater representation of Brazilian society in public universities. Finally, this affirmative action is situated in the broader context of the political options necessary for the process of improving democracy in Brazil. |

Casi dos décadas después de las primeras iniciativas, implementadas en medio de controversias, disputas y reacciones contrarias, es posible analizar los impactos de esta política, considerando informaciones históricas, demandas defendidas por los movimientos de la población negra y morena, datos empíricos de las universidades y reflexiones posteriores acerca de las opciones políticas que originaron esta acción afirmativa. La retomada histórica profundiza las raíces de las situaciones de vulnerabilidad social que victimizan a la mayoría de la población negra actual y analiza críticamente la esclavitud en el país y las lagunas en el soporte gubernamental a los esclavos y sus descendientes. Informaciones del Censo Demográfico y la Encuesta Nacional por Muestra de Hogares (PNAD) ponen en evidencia los números y el color de la desigualdad racial en la actualidad, reconociendo a los negros y pobres prácticamente como sinónimos. Y los datos sobre la política de cuotas posibilitan constatar el aumento significativo en el acceso de estudiantes negros y morenos a la educación superior; el mantenimiento de la calidad académica, con la presencia de los cuotistas; la ampliación de las oportunidades educativas y la inserción social de la población negra y pobre; y mayor representatividad de la sociedad brasileña en las universidades públicas. Finalmente, esta acción afirmativa se sitúa en el contexto más amplio de las opciones políticas necesarias al proceso de perfeccionamiento de la democracia en Brasil.A política de cotas raciais foi adotada nas primeiras universidades públicas do Brasil em 2002 e sancionada como política governamental dez anos depois, fundamentada em um amplo processo de discussão envolvendo organizações do governo e da sociedade civil. Quase duas décadas após as primeiras iniciativas, implementadas em meio a polêmicas, disputas e reações contrárias, é possível analisar os impactos desta política, considerando informações históricas, pautas defendidas por movimentos da população preta e parda, dados empíricos das universidades e reflexões posteriores acerca das opções políticas que originaram esta ação afirmativa. A retomada histórica aprofunda as raízes das situações de vulnerabilidade social que vitima a maioria da população negra hoje e analisa criticamente a escravidão no país e as lacunas no suporte governamental aos escravos e seus descendentes. Informações do Censo Demográfico e da Pesquisa Nacional por Amostra de Domicílios (PNAD) evidenciam os números e a cor da desigualdade racial hoje, reconhecendo negros e pobres praticamente como sinônimos.
