Metaevaluation of institutionality in mexican university faculty with financial incentive programs

Resumo: As Mexico adopted the worldwide neoliberal wave of the 1980s, the public sector got involved in the university environment by creating unprecedented hybrid institutional reforms: federal assessment programs of full-time faculty using market strategies that limit teaching by branching out into other skills in exchange for financial incentives. The propose is a meta-assessment based on new sociological institutionalism that addresses the effects these guidelines are having on the profession, which is especially germane given the shift in ideological orientation of the current Mexican government. The reference terms, an interpretive framework proposal and significant evidence, are specified. We conclude with a sampling of professors that shows there is a fragmented valuated reality to academic work because of a large number of contradictions.

Al efecto, proponemos una metaevaluación apoyada en el nuevo institucionalismo sociológico, discutiendo qué es lo que tal guía está instituyendo en el gremio, pertinente ante el recambio de orientación ideológica del gobierno. Se especifican los términos de referencia, una propuesta de marco interpretativo y evidencia significativa. Se concluye de una muestra de profesores que existe una realidad valorativa de la labor académica fragmentaria, por recarga de contradicciones.No México, com a adoção da onda neoliberal global nos anos 1980, o governo interveio no ambiente universitário com reformas institucionais híbridas inéditas: programas federais de avaliação de professores em tempo integral, com lógica de mercado, fragmentando o ensino e diversificando as atividades em troca de incentivos financeiros. Para estudo desse cenário, propomos uma meta-avaliação com base no novo institucionalismo sociológico, discutindo o que tal conduta vem causando no meio acadêmico, pertinente à mudança de orientação ideológica do governo. Os termos de referência, um quadro interpretativo proposto e evidências significativas, são especificados.
