Resumo: This article analyzes the advance of populism in Western democracies from the perspective of Rosanvallon, Urbinati and Przeworski.. The objective of this study is still to understand how popular participation instruments work in a context of populism and to insert the management of the President of the Republic of Brazil, Jair Bolsonaro, in this scenario. Through the bibliographic review of the cited authors, it was possible to perceive that populism, especially that which identifies itself with the right-wing political bias, intensely explores the supposed popular participation in public management, notably via mechanisms made possible by the internet, such as Instagram, Whatsapp, Telegram and Twitter. Inflamed by citizens' discontent with representative institutions, especially political parties, this phenomenon would use instruments of direct democracy to build legitimacy, while exploring non-institutionalized forms of participation, such as the internet, to seek citizen adhesion. around the figure of a leader. The problem analyzed is whether this innovation in the relationship between rulers and ruled is beneficial or harmful to the democratic renewal that some theorists seek to defend. Scientists explored in this article indicate that popular participation, via non-formal instruments, can deepen a crisis of representation that has been identified in modern democracies for some years. Representative democracy, in the view of these scholars, has little chance of survival in a scenario in which the role of parties is increasingly relegated to the background.

El objetivo de este estudio sigue siendo comprender cómo funcionan los instrumentos de participación popular en un contexto de populismo e insertar la gestión del Presidente de la República de Brasil, Jair Bolsonaro, en ese escenario. A través de la revisión bibliográfica de los autores citados, fue posible percibir que el populismo, especialmente aquel que se identifica con el sesgo político de derecha, explora intensamente la supuesta participación popular en la gestión pública, en particular a través de mecanismos posibilitados por internet, como Instagram, Whatsapp , Telegram y Twitter. . Avivado por el descontento de los ciudadanos con las instituciones representativas, especialmente los partidos políticos, este fenómeno utilizaría instrumentos de democracia directa para construir legitimidad, al tiempo que explora formas de participación no institucionalizadas, como internet, para buscar la adhesión ciudadana en torno a la figura de un líder. El problema que se analiza es si esta innovación en la relación entre gobernantes y gobernados es beneficiosa o perjudicial para la renovación democrática que algunos teóricos pretenden defender. Los científicos explorados en este artículo indican que la participación popular, a través de instrumentos no formales, puede profundizar una crisis de representación que se identifica en las democracias modernas desde hace algunos años. La democracia representativa, a juicio de estos estudiosos, tiene pocas posibilidades de supervivencia en un escenario en el que el papel de los partidos queda cada vez más relegado a un segundo plano.O presente artigo analisa o avanço do populismo nas democracias ocidentais na perspectiva de Rosanvallon, Urbinati e Przeworski. O objetivo deste estudo ainda é compreender como atuam instrumentos de participação popular em um contexto de populismo e inserir a gestão do presidente da República do Brasil, Jair Bolsonaro, nesse cenário. Por meio da revisão bibliográfica dos autores citados, foi possível perceber que o populismo, principalmente aquele que se identifica com o viés político de direita, explora intensamente a suposta participação popular na gestão pública, notadamente via mecanismos possibilitados pela internet, como Instagram, Whatsapp, Telegram e Twitter. Inflamado pelo descontentamento dos cidadãos com instituições representativas, principalmente com os partidos políticos, esse fenômeno se utilizaria de instrumentos de democracia direta para construir legitimidade, ao mesmo tempo em que explora as formas não institucionalizadas de participação, como a internet, para buscar adesão do cidadão em torno da figura de um líder. O problema analisado é se essa inovação na relação entre governantes e governados é benéfica ou danosa à renovação democrática que alguns teóricos buscam defender. Cientistas explorados neste artigo indicam que a participação popular, via instrumentos não formais, pode aprofundar uma crise de representatividade que já é identificada nas democracias modernas há alguns anos.
