Public Communication and the pre-election disputes in times of pandemic

Resumo: | With the spread of a virus causing so many deaths, there is great apprehension about the unfolding of this crisis and how it affects people's lives. In this sense, the pronouncements of government authorities and scientists become very necessary to inform and coordinate the course of the fight against Covid-19. This essay undertakes a reflective analysis of pre-election disputes in the pandemic, having the notion of public communication as an analytical guide. Public positions of federal government representatives throughout the pandemic were analyzed, especially by Jair Bolsonaro on Twitter and information from the news. In addition, we articulate these findings with the context of disinformation, triggering what the literature presents about the elements that contribute to this picture of information disorder. Therefore, through direct observation, we followed the pre-election demonstrations waged by Jair Bolsonaro with various public figures, especially in the political environment and with the traditional media, including former allies such as João Dória and Henrique Mandetta, his former Minister of Health. The proximity of the elections and the fear of the impacts on the economy seem to have been the main concerns of the government, which only acted at times when the national commotion and political threats made the government's omissions explicit, building new antagonists and giving the spotlight to other political actors, especially in the opposition camp. Finally, we highlight a scenario of government vulnerability, which has always been more reactive than proposing in the fight against the coronavirus. |

En ese sentido, los pronunciamientos de autoridades gubernamentales y científicas se vuelven muy necesarios para informar y coordinar el rumbo de la lucha contra el Covid-19. Este ensayo emprende un análisis reflexivo de las disputas preelectorales en la pandemia, teniendo como guía de análisis la noción de comunicación pública. Se analizaron las posiciones públicas de Jair Bolsonaro en Twitter e información de los noticieros. Además, articulamos estos hallazgos con el contexto de la desinformación, disparando lo que la literatura presenta sobre los elementos que contribuyen a este cuadro de desorden de la información. Por lo tanto, a través de la observación directa, acompañamos las manifestaciones preelectorales realizadas por Jair Bolsonaro con varias figuras públicas, especialmente en el entorno político y con los medios tradicionales, incluidos ex aliados como João Dória y Henrique Mandetta, su ex Ministro de Salud. . La proximidad de las elecciones y el temor a los impactos en la economía parecen haber sido las principales preocupaciones del gobierno, que solo actuó en momentos en que la conmoción nacional y las amenazas políticas explicitaron las omisiones del gobierno, construyendo nuevos antagonistas y dando protagonismo a otros actores políticos, especialmente en el campo de la oposición. Finalmente, destacamos un escenario de vulnerabilidad gubernamental, que siempre ha sido más reactivo que propositivo en la lucha contra el coronavirus.Com a disseminação de um vírus causador de tantas mortes, há grande apreensão sobre o desenrolar desta crise e como esta afeta a vida das pessoas. Nesse sentido, os proferimentos das autoridades governamentais e cientistas se tornam muito necessários para informar e coordenar os rumos do enfrentamento à Covid-19. O presente ensaio empreende uma análise reflexiva sobre as disputas pré-eleitorais na pandemia, tendo a noção de comunicação pública, como norteador analítico. Foram analisados posicionamentos públicos de Jair Bolsonaro no Twitter e informações dos noticiários. Além disso, articularmos tais achados com o contexto da desinformação, acionando o que a literatura apresenta sobre os elementos, que contribuem para este quadro de desordem da informação. Portanto, por meio da observação direta, acompanhamos as manifestações pré-eleitorais travadas por Jair Bolsonaro com personalidades públicas diversas, em especial do meio político e com a mídia tradicional, incluindo antigos aliados como João Dória e Henrique Mandetta, seu ex-ministro da Saúde. A proximidade das eleições e o receio dos impactos na economia, parecem ter sido as principais preocupações do governo, que só agiu em momentos em que a comoção nacional e ameaças políticas explicitaram as omissões do governo, construindo antagonistas novos e dando holofotes a outros atores políticos, especialmente no campo oposicionista.
