Social appropriation of ICT and agricultural associations in the rural sector: systematic literature review 2010-2020

Resumo: Social appropriation of ICTs in rural contexts is a challenge for governments and farmers, who require ICTs to strengthen production and marketing processes through projects for inclusion and digital literacy. The purpose of this article is to analyze how this phenomenon has been studied, from what approaches or theoretical perspectives and what future approaches are needed to achieve social appropriation of ICTs in the agricultural sector. A systematic review of the literature identified four lines of research, from 2010 to 2020. The main trend is toward the study of the uses and adoption of ICTs, based on the identification of quantitative variables of use and non-use; there is also research focused on the processes of social appropriation, not only for agriculture, but also for the daily life of communities, which is where digital literacy should begin. It was possible to conclude that the line of research on social appropriation has a conceptual and methodological component that differentiates it from studies of ICT uses and adoption, because it focuses on the autonomous recognition by farmers of the benefits or weaknesses of ICT use; in addition, there is a disconnection between the identification of uses and how these can contribute to the processes of appropriation of ICTs in the agricultural sector, which imply a qualitative methodological approach and not only quantitative measurement.

El propósito de este artículo es analizar cómo se ha estudiado este fenómeno, desde qué enfoques o perspectivas teóricas y cuáles son los abordajes necesarios a futuro para lograr la apropiación social de las TIC en el sector agrícola. Una revisión sistemática de la literatura identificó cuatro líneas de investigación, desde 2010 a 2020. La tendencia principal es hacia el estudio de los usos y la adopción de las TIC, a partir de la identificación de variables cuantitativas de uso y no uso; también aparecen investigaciones centradas en los procesos de apropiación social, no solo para la agricultura, sino para la vida cotidiana de las comunidades, que es donde debe iniciar la alfabetización digital. Se pudo concluir que la línea de investigación sobre apropiación social tiene un componente conceptual y metodológico que la diferencia de los estudios de usos y adopción de las TIC, porque se enfoca en el reconocimiento autónomo que hacen los agricultores sobre los beneficios o debilidades del uso de las TIC; además, hay una desconexión entre la identificación de los usos y cómo éstos pueden contribuir a los procesos de apropiación de las TIC en el sector agrícola, lo que implica un acercamiento metodológico cualitativo y no solo la medición cuantitativa.A apropriação social das TIC em contextos rurais é um desafio para governos e agricultores, que as requerem para reforçar os processos de produção e comercialização, através de projetos de inclusão e letramento digital. O objetivo deste artigo é analisar como este fenômeno foi estudado, a partir de quais abordagens ou perspectivas teóricas e quais são as abordagens futuras necessárias para conseguir a apropriação social das TIC no setor agrícola. Uma revisão sistemática da literatura identificou quatro linhas de pesquisa, de 2010 a 2020. A principal tendência se refere ao estudo dos usos à adoção das TIC, com base na identificação de variáveis quantitativas de uso e não uso; há também uma linha de pesquisa centrada nos processos de apropriação social, não só para a agricultura, mas também para a vida quotidiana das comunidades, que é onde o letramento digital deve começar.
