Adeus à utopia digital da internet: o sonho acabou

Resumo: Segundo o princípio da neutralidade da rede, provedores de acesso ‡ internet devem dar tratamento isonômico e não discricionário a todo conteúdo que circula na rede mundial. Na arena da governança da internet, pesquisas documentais que tomam como corpus as políticas de informação nacionais têm revelado uma tendência de abandono desse antigo princípio. O objetivo do artigo é discutir as consequências socioeconômicas e políticas decorrentes do declínio da neutralidade da rede que est· em curso na atualidade. A análise realizada revela que essa mudança paradigmática representa uma transformação radical que, cada vez mais, reduz o caráter aberto e plural da rede mundial, além de limitar drasticamente a liberdade de expressão, a diversidade de vozes, saberes e culturas no universo digital. Diante dessa realidade, perdem sentido os discursos acadêmicos ingenuamente otimistas que difundem uma crença no ideal redentor da rede mundial de computadores. Estamos diante do ocaso da utopia digital da Internet.

Estamos diante do ocaso da utopia digital da Internet.According to the principle of net neutrality, internet service providers must adopt an isonomic and non-discretionary treatment to all content that circulates through the global network. In the arena of internet governance, documentary researches that take national information policies as a corpus reveal the refusing of this old principle. This paper aims at discussing the socioeconomic and political consequences of the ongoing decline of net neutrality. The analysis reveals that this paradigmatic change represents a radical transformation that increasingly reduces the open and plural character of the global network, as well as drastically limits freedom of expression, the diversity of voices, knowledge and cultures in the digital universe. Faced with this reality, the naively optimistic academic discourses that propagate a creed in the redemptive ideal of the worldwidwide web become meaningless.
