Renda básica de cidadania e os objetivos da agenda 2030: possibilidades e caminhos a partir da decisão proferida pelo Supremo Tribunal Federal no mandado de injunção 7.300/DF

Throughout the 20th century, it was realized that the productivity gain conferred by the Industrial Revolution was not shared equally with humanity. The externalities of economic growth, especially the environmental impact and extreme poverty, have urged world authorities to rethink the ideal of development. In this scenario, the United Nations approved, in 2015, the 2030 Agenda for Sustainable Development, in order to engage humanity in the achievement of common goals. Brazil made an important contribution to the formulation of goals for the Sustainable Development Goals (SDGs), especially in the fight against extreme poverty and hunger. The country, recognized for its income transfer policies, sanctioned, still in 2004, the law establishing the Citizen's Basic Income (CBI), which has not yet been implemented. Given the failure of the Union to regulate the benefit, Writ of Injunction No. 7,300/DF was filed, in order to give effect to the legal provision. The present work, carried out through the inductive method, aims to verify to what extent the CBI can contribute to achieving the goals of the 2030 Agenda, especially from the injunction partially granted by the Federal Supreme Court. The decision reinforces the prevalence of conditional benefits in Brazilian care policy, considered important, but insufficient to promote lasting social changes.
