RIGHT TO EDUCATION AND MUNICIPAL EDUCATION SYSTEMS IN THE SOUTHEAST REGION OF BRAZIL: what Do the Research Studies Reveal?

Resumo: This article presents the results of a research study that analyzed papers published in the digital proceedings of scientific events organized by the National Association of Education Policy and Administration (ANPAE) and Working Group 5 of the National Association of Graduate Studies and Research in Education (ANPED). The investigation aimed to identify papers dedicated to municipalities in the Southeast Region of Brazil that addressed topics related to Municipal Education, specifically the Municipal Education System, which focus on the right to education. The way this relationship is established in the text is analyzed here. Three selection rounds were conducted, including one through mechanized search and two through scanning reading, using all publicly available digital proceedings from 2010 to 2022. The analysis also involved identifying research groups that carry out studies on the aforementioned content and comparing their presence nationwide to that in the region under consideration. Multiple texts were identified that mention the descriptor terms, whose emphasis tends to revolve around municipal educational systems, with a low occurrence of works that specifically reflect on this topic and understand it as essential for the consolidation of democratic management and the guarantee of rights. It is concluded that the theme is rarely present - and even is disregarded - in the analyzed production.

El objetivo de la investigación fue identificar los trabajos dedicados a municipios de la Región Sudeste de Brasil que abordaron temas de Educación Municipal, especialmente el Sistema Municipal de Educación, con relación al tema del derecho a la educación, analizando cómo se establece esta relación en el texto. A partir de todos los anales digitales disponibles públicamente, con fechas entre 2010 y 2022, se realizaron tres rondas de selección, una de ellas mediante búsqueda mecanizada y dos mediantes lectura de escaneo. El análisis también se centró en la identificación de los grupos de investigación que desarrollan estudios sobre el contenido mencionado, comparando su presencia en todo el territorio nacional con la de la región en cuestión. Se identificó una multiplicidad de textos que mencionan los términos descriptores, pero su énfasis se centra en temas relacionados con los sistemas municipales de enseñanza, con una baja incidencia de producciones que abordan este tema específico y lo comprenden como esencial para la consolidación de la gestión democrática y la garantía de derechos. Se concluye que el tema está poco presente e incluso es descuidado en la producción analizada.Este artigo apresenta resultados de uma pesquisa que se debruçou sobre os trabalhos publicados em anais digitais de eventos científicos da Associação Nacional de Política e Administração da Educação (ANPAE) e do Grupo de Trabalho 5 da Associação Nacional de Pós-Graduação e Pesquisa em Educação (ANPED). O objetivo da pesquisa foi identificar trabalhos publicados nesses anais que abordassem temas relacionados à Educação Municipal, com ênfase no Sistema Municipal de Ensino, e sua relação com o direito à educação. Partindo de todos os anais digitais disponíveis publicamente, datados de 2010 a 2022, foram realizadas três rodadas de seleção, sendo uma delas por busca mecanizada e duas por leitura de varredura, tendo sidos selecionados 111 trabalhos. A análise pautou-se, ainda, na identificação dos grupos de pesquisa que desenvolvem estudos em torno do referido conteúdo. Identificou-se uma multiplicidade de textos que mencionam os termos descritores, cuja ênfase recai em temas que orbitam em torno dos sistemas municipais de ensino, havendo baixa ocorrência de produções que tomam este tema específico como objeto de reflexão e o compreendem como essencial para consolidação a garantia de direitos. O registro dos grupos de pesquisa no Diretório de Grupos corrobora essa observação, uma vez que os grupos do sudeste trazem a matéria apenas como palavras-chave de linhas de pesquisa.
