NEOLIBERALISM, IDEB AND EDUCATIONAL QUALITY: resonances in scientific productions (2017-2019)

Resumo: | This text is part of a research that aimed to scrutinize the relationship established between IDEB as a quality verification instrument, or as an educational accountability device. To meet the proposal, a study was carried out on neoliberalism and its influence on educational policies, in particular, its resonance into the IDEB index as an instrument to measure the quality of education. For this purpose, a bibliographical research was accomplished in scientific productions (theses and dissertations) with publication in the 'Catalog of theses and dissertations of the Coordination for the Improvement of Higher Education Personnel (CAPES)'. The selection of the corpus for analysis took place through a time frame between the years 2017 to 2019, with a total of 4 (four) dissertations as the final selection. The analyzes were carried out based on Foucault's theory of Discourse Analysis (DA). As evidenced, there is a movement that directs IDEB to an opposite direction to what it proposes to accomplish, to publish a result that points to the quality of education. The discourses of scientific productions reveal the marketing facet of the index, being recognized by educational actors only as a number, a classification/ranking label at the service of meritocracy. Therefore, its aspect is not seen as a diagnostic mechanism, but as a product of the neoliberal system that requires and conditions education for the 'production' of subjects that respond to the logic of competition, that is, acting efficiently and offering effective responses to the market. |

Para conocer la propuesta se realizó un estudio sobre el neoliberalismo y su influencia en las políticas educativas, en particular, su resonancia en el índice IDEB como instrumento para medir la calidad de la educación. Para ello, se realizó una búsqueda bibliográfica en producciones científicas (tesis y disertaciones) con publicación en el 'Catálogo de tesis y disertaciones de la Coordinación para el Perfeccionamiento del Personal de Educación Superior (CAPES)'. La selección del corpus para análisis se realizó a través de un marco temporal entre los años 2017 a 2019, con un total de 4 (cuatro) disertaciones como selección final. Los análisis se realizaron con base en la teoría del Análisis del Discurso (AD) de Foucault. Como se evidencia, hay un movimiento que dirige al IDEB en dirección contraria a lo que se propone realizar, a publicar un resultado que apunte a la calidad de la educación. Los discursos de las producciones científicas revelan la faceta mercantil del índice, siendo reconocidos por los actores educativos sólo como un número, una etiqueta de clasificación/jerarquización al servicio de la meritocracia. Por lo tanto, su vertiente no es vista como un mecanismo de diagnóstico, sino como un producto del sistema neoliberal que exige y condiciona la educación para la 'producción' de sujetos que respondan a la lógica de la competencia, es decir, que actúen con eficiencia y ofrezcan respuestas eficaces a el mercado.Este texto é parte de uma pesquisa que teve como objetivo perscrutar a relação estabelecida entre o IDEB enquanto um instrumento de verificação da qualidade, ou como um dispositivo de responsabilização educacional. Para atender ao proposto, fez-se um estudo sobre o neoliberalismo e sua influência nas políticas educacionais, em particular, sua ressonância com o índice do IDEB como instrumento de medida da qualidade da educação. Efetivou-se, para tanto, uma pesquisa bibliográfica em produções científicas (teses e dissertações) com publicação no ‘Catálogo de teses e dissertações da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES)’. A seleção do corpus para análise ocorreu por meio de um recorte temporal entre os anos de 2017 a 2019, tendo como seleção final um total de 4 (quatro) dissertações. As análises foram cometidas com base na teoria foucaultiana da Análise do Discurso (AD). Conforme evidenciado, nota-se um movimento que encaminha o IDEB a uma direção oposta ao que se propõe realizar, de divulgar um resultado que aponte a qualidade da educação. Os discursos das produções científicas revelam a faceta mercadológica do índice, sendo reconhecido pelos atores educacionais apenas como um número, um rótulo de classificação/ranqueamento a serviço da meritocracia.
