A JOURNEY THROUGH THE FUNCTIONS OF THE HEAD OF DEPARTMENT: a study carried out in the secondary education of São Tomé and Príncipe

Resumo: Intermediate school leaders play an important role in improving pedagogical practices and curriculum development and, in this context, pedagogical supervision emerges as an indispensable tool for the professional development of teachers. Our investigation focuses on these leaders in São Tomé and Príncipe on the subject heads of department of secondary education, stating as a general objective to know their representations regarding the required competences and functions and how these intersect with the representations of the directors of school and pedagogical supervisors in the light of legislation and literature. The study follows a mixed methodology, collecting data of a quantitative and qualitative nature. We built a questionnaire composed of closed and open questions that was applied to 130 on the subject heads of department of secondary education. Quantitative data were subjected to descriptive statistical treatment and qualitative data were subject to content analysis. The results show that the on the subject heads of department dedicate more time to bureaucratic tasks, followed by pedagogical tasks and, finally, tasks with a controlling nature, although they mentioned that they value pedagogical tasks more. They also mention support, help, collaboration, and evaluation as tasks inherent to the performance of the function, which allows us to infer that they are situated in collaborative supervision, with significant evidence of monitoring and regulation. It is perceived that the on the subject heads of department seek to increase their skills and knowledge, in terms of disciplinary and didactic content, to improve their performance and the quality of education.

Nuestra investigación se centra en estos líderes en São Tomé y Príncipe, en particular, en el tema delegados de educación secundaria, planteando como objetivo general conocer sus representaciones en cuanto a las competencias y funciones requeridas y cómo estas se cruzan con las representaciones de los directores de escuela y supervisores pedagógicos a la luz de la legislación y la literatura. El estudio sigue una metodología mixta, recogiendo datos de carácter cuantitativo y cualitativo. Construimos un cuestionario compuesto por preguntas cerradas y abiertas que fue aplicado a 130 delegados de educación secundaria. Los datos cuantitativos se sometieron a tratamiento estadístico descriptivo y los datos cualitativos se sometieron a análisis de contenido. Los resultados muestran que los delegados dedican más tiempo a las tareas burocráticas, seguido de las tareas pedagógicas y, por último, las tareas con carácter de control, aunque mencionaron que valoran más las tareas pedagógicas. También mencionan el apoyo, la ayuda, la colaboración y la evaluación como tareas inherentes al desempeño de la función, lo que permite inferir que se sitúan en la supervisión colaborativa, con importantes evidencias de seguimiento y regulación. Se percibe que los delegados buscan incrementar sus habilidades y conocimientos, en cuanto a contenido disciplinar y didáctico, para mejorar su desempeño y la calidad de la educación.As lideranças intermédias na escola assumem um papel relevante na melhoria das práticas pedagógicas e no desenvolvimento curricular e, neste contexto, a supervisão pedagógica surge como ferramenta indispensável ao desenvolvimento profissional docente. A nossa investigação foca-se nestas lideranças em São Tomé e Príncipe, em particular, nos delegados de disciplina do ensino secundário, enunciando como objetivo geral conhecer as suas representações relativamente às competências requeridas e funções e como estas se cruzam com as representações dos diretores de escola e supervisores pedagógicos à luz da legislação e da literatura. O estudo segue uma metodologia mista, recolhendo-se dados de natureza quantitativa e qualitativa. Construímos um questionário composto por questões fechadas e abertas que foi aplicado aos 130 delegados de disciplina do ensino secundário. Os dados quantitativos foram sujeitos a um tratamento estatístico descritivo e os qualitativos foram alvo de análise de conteúdo. Os resultados apontam que os delegados dedicam mais tempo a tarefas burocráticas, seguidas das pedagógicas e, por fim, a tarefas com cunho controlador, embora tenham referido que valorizam mais as tarefas pedagógicas. Referem ainda o apoio, a ajuda, a colaboração e a avaliação como tarefas inerentes ao exercício da função, o que nos permite inferir situarem-se numa supervisão colaborativa, com evidências significativas de monitorização e regulação.
