EDUCATION FUNDING IN PNE (2014-2024) IN THE CONTEXT OF THE FISCAL AUSTERITY POLICY: a critical balance

Resumo: | The goals and strategies established in the National Education Plan (PNE) for the period 2014-2024, fundamentally depend on Goal 20, which set how the financing of Brazilian education should be carried out in this period. To meet the targets, studies indicated that it would be necessary to invest a volume of financial resources equivalent to 10% of GDP by the end of the decade. This article examines how the financing of the PNE has been implemented, initially discussing the economic, political, and ideological crises that occurred in Brazil, since the election of Dilma Rousseff for the second term. It also highlights that Michel Temer (2016-2018) government adopted a fiscal austerity policy that led to budget cuts and a reduction in public spending, in the name of a “regeneration of the state”. Jair Bolsonaro (2019-2022) government intensified this neoliberal-inspired policy, associating it with actions from a far-right conservative and authoritarian perspective, in which democracy, freedom of teaching, and the pluralism of pedagogical ideas and conceptions are permanently attacked. It is observed that there is a deconstruction of educational policies that were in progress, resulting in the almost impossibility of meeting Goal 20 and, as a consequence, compromising the fulfillment of almost all PNE goals, with serious consequences for the social and pedagogical quality of Brazilian education. |

Para cumplir con las metas, los estudios indicaron que sería necesario invertir un volumen de recursos financieros equivalente al 10% del PIB al final de la década. Este artículo examina cómo se ha implementado el financiamiento del PNE, discutiendo inicialmente las crisis económicas, políticas e ideológicas que ocurrieron en Brasil, desde la elección de Dilma Rousseff para el segundo mandato. También destaca que el gobierno de Michel Temer (2016-2018) adoptó una política de austeridad fiscal que condujo a recortes presupuestarios y una reducción del gasto público, en nombre de una “regeneración del Estado”. El gobierno de Jair Bolsonaro (2019-2022) intensificó esta política de inspiración neoliberal, asociándola a acciones desde una perspectiva conservadora y autoritaria de extrema derecha, en la que se ataca permanentemente la democracia, la libertad de enseñanza y el pluralismo de ideas y concepciones pedagógicas. Se observa que existe una deconstrucción de las políticas educativas que estaban en marcha, resultando en la casi imposibilidad de cumplir con la Meta 20 y, en consecuencia, comprometiendo el cumplimiento de casi todas las metas del PNE, con graves consecuencias para la calidad social y pedagógica de la educación brasileña.As metas e estratégias estabelecidas no Plano Nacional de Educação (PNE) para o período 2014-2024 dependem fundamentalmente da Meta 20 que estabeleceu como deveria se efetivar o financiamento da educação brasileira nesse período. Para que as metas fossem cumpridas, estudos indicaram que seria necessário a aplicação de um volume de recursos financeiros equivalentes a 10% do PIB até o final do decênio. Este artigo examina como vem se efetivando o financiamento do PNE, discutindo inicialmente as crises econômicas, políticas e ideológicas que ocorreram no Brasil a partir da eleição de Dilma Rousseff para o segundo mandato, destacando que o governo de Michel Temer (2016-2018) adotou uma política de austeridade fiscal que provocou cortes orçamentários e redução dos gastos públicos, em nome de uma “regeneração do estado”. O governo de Jair Bolsonaro (2019-2022) intensificou esta política de inspiração neoliberal, associando-a a ações de perspectiva conservadora e autoritária de extrema direita, em que permanentemente se ataca a democracia, a liberdade de ensino e o pluralismo de ideias e concepções pedagógicas.
