Brazilian State Universities in Times of Crisis: expansion and financing challenges in the context of the PNE (2014-2024)

Resumo: This article seeks to analyze the evolution of institutional indicators of Brazilian State Universities (UEs) related to PNE's goal 12 (2014-2024) for higher education and the evolution of its funding. From a methodological point of view, this study is characterized as being of a documentary and bibliographic nature and the data analyzed come from the National Institute of Educational Research (INEP, in Portuguese), available in the Census of higher education. Through the analysis, the aim is to understand how the participation of the EUs in the challenges posed by this goal has taken place. It is concluded that the set of Brazilian UEs is in a scenario of stagnation of their undergraduate enrollments and reduction of their expenses. Given this scenario, after five years of validity of this Plan, the data indicate that the UEs contributed little to the expansion of undergraduate enrollments targeted by goal 12.

Desde el punto de vista metodológico, este estudio se caracteriza por ser de carácter documental y bibliográfico y los datos analizados provienen del Instituto Nacional de Pesquisas Educacionais (INEP), disponibles en el Censo de la educación superior. A través del análisis se pretende comprender cómo se ha producido la participación de las UE en los retos que plantea este objetivo. Se concluye que el conjunto de las UE brasileñas se encuentra en un escenario de estancamiento de sus matrículas de graduación y reducción de sus gastos. Ante este escenario, luego de cinco años de vigencia de este Plan, los datos indican que las UE contribuyeron poco a la expansión de las matrículas de graduación apuntada por la meta 12.Este artigo tem por objetivo realizar a análise da evolução dos indicadores institucionais das universidades estaduais brasileiras (UEs), relacionados à meta 12 do PNE (2014-2024) para a educação superior, bem como a evolução do seu financiamento. Do ponto de vista metodológico, este estudo se caracteriza como de natureza documental e os dados apreciados são provenientes do Instituto Nacional de Pesquisas Educacionais (Inep), disponíveis no Censo da educação superior. Busca-se, por meio da análise, apreender como se tem efetivado a participação das UEs para com os desafios postos por essa meta. Conclui-se que o conjunto das UEs brasileiras se encontra em cenário de estagnação de suas matrículas de graduação e redução de suas despesas.
