Resumo: A tese tem por objetivo analisar o perfil de intervenção estatal do Brasil, do Pará e de Belém no período entre 1978 a 1998. O enfoque são os três eixos analíticos do padrão de financiamento, gestão e qualidade das políticas nacional, estadual e municipal. Percorre o estudo a apreensão das relações intergovernamentais das três esferas de poder. Para compreender as manifestações, as percepções, as concepções e a historicidade do objeto pesquisado, os dados são construídos a partir de três fontes: documentos oficiais das instituições (federal, estadual e municipal), entrevistas semi-estruturadas individuais produzidas a partir da análise documental e a produção teórica sobre a temática pesquisada.
