Resumo: The main goal of the present thesis is to analyze the development contexts provided by follow-up programs for young egresses of socio-educational measures in a closed regime (SEMCL) for the development and implementation of life projects. The specific goals are: to identify the principles and guidelines that direct follow-up programs for young egresses of SEMCL; to identify the goals of counseling sessions offered in the follow-up programs for young egresses of SEMCL; to characterize the profile of young people that are monitored by these programs; to characterize the offered initiatives in these programs; to analyze the trajectory and permanence of young people in the programs; to analyze all activities offered and whether these allow for the development and implementation of life projects. We argue that the implementation of follow-up programs for young egresses of socio-educational measures is characterized as fragmented and compensatory actions in socio-educational policy that don't seek the omnilateral development of the young. But, by exerting a mediating function and articulation of social policies, the programs can guarantee social rights and provide activities for the implementation of life projects of the young. The theoretical references that led the analysis are the critical-dialectical perspective of Social Policies and Historical-Cultural psychology. The field research was carried out in programs from three Brazilian states - Bahia, Paraíba, and Rio Grande do Sul, conducting two empirical studies: Study I - characterization of the follow-up programs for young egresses of SEMCL, performed in two stages, namely: Stage I - documental analysis of the guidelines of the follow-up programs for SEMCL egresses and Stage II - the analysis of the follow-up programs in the egresses' perspective. In the first stage, documental research was carried out, analyzing laws, guidelines, booklets, and technical notes and in the second stage, semistructured interviews were conducted with 10 professionals from the technical reference teams and 4 members from coordination and management from the three programs. In Study II, individual, open interviews were performed with 9 egresses from SEMCL accompanied by the programs. The data from both studies were analyzed based on Thematic Content Analysis, and the MaxQDA software was used in documental research. The analysis made it possible to identify that the follow-up programs for SEMCL egresses require greater investments, which ensure a continuous offer of the service; that the actions carried out in the programs are guided and articulated with the pedagogical axes of socio-educational care; that the young people that are accompanied by these services need and recognize the intervention of the follow-up programs in helping the development and implementation of a life project; for the monitoring and construction of the life project to be effective, the programs need to offer conditions of access and permanence; the development and implementation of life projects of the young assisted by the programs occur to the extent that planning and distribution of main and co-determinant activities are carried out for the development of the young. Therefore, it is concluded that the follow-up programs to SEMCL egresses can work as guides for the development of the life projects of the young, to the extent that, when performing mediation with social policies, they provide the elements and activities fundamental to the creation of new interests, arranging new social situations of development.

Los objetivos específicos son: Identificar los principios y diretrices que orientan el acompañamiento de los programas para jóvenes egresados de la MSEI; Identificar los objetivos del acompañamiento ofrecido en los programas de jóvenes egresados de la MSEI; Caracterizar al joven acompañado en los programas de egreso del MSEI; Caracterizar las acciones ofrecidas en los programas de acompañamiento a jóvenes egresados de la MSEI; Analizar la trayectoria de acceso y permanencia de los jóvenes en los programas de acompañamiento para egresados de la MSEI; Analizar qué actividades se ofrecen en los programas de acompañamiento para jóvenes egresados del MSEI y si posibilitan el desarrollo e efectuación de proyectos de vida. La tesis defendida es que, la implementación de los programas de acompañamiento a los jóvenes egresados de medidas socioeducativas se caracteriza por acciones fragmentadas y compensatorias en la política socioeducativa, no apuntando al desarrollo omnilateral del joven, sino ejerciendo una función mediadora y articuladora de políticas sociales, pueden contribuir a la garantía de los derechos sociales y proporcionar algunas actividades para la efectuación de proyectos de vida de los jóvenes. Los referentes teóricos son la perspectiva crítico-dialéctica de las Políticas Sociales y la Psicología histórico-cultural. La investigación de campo se realizó con programas en tres estados brasileños - Bahía, Paraíba y Rio Grande do Sul, realizando dos estudios empíricos: Estudio I - Caracterización de los programas de acompañamiento de jóvenes egresados de la medida socioeducativa de internación, realizado en dos etapas, titulada: Etapa I - Análisis documental: bases de los programas de acompañamiento a los egresados de la medida socioeducativa de internamiento, y Etapa II - Los programas de acompañamiento a los egresados del MSEI en la perspectiva de los actores. En la primera etapa se realizó una investigación documental, analizando las leyes, documentos de orientación, folletos e instrumentos técnicos, y en la segunda etapa se realizaron entrevistas semiestructuradas con 10 profesionales de los equipos técnicos de referencia y 4 integrantes de la coordinación y gestión en los tres programas. En el Estudio II se realizaron entrevistas abiertas individuales a 9 jóvenes egresados del MSEI, acompañados de los programas. Los datos de los dos estudios se analizaron mediante el análisis de contenido temático y la investigación documental utilizó el software MaxQDA. El análisis permitió identificar que los programas de acompañamiento a egresados del MSEI necesitan mayores inversiones, que aseguren la permanencia de la oferta, a partir del establecimiento de un servicio de carácter continuo en la política socioeducativa; que las acciones desarrolladas en los programas están orientadas por la articulación con las políticas sociales correspondientes a los ejes pedagógicos de la política socioeducativa; que los jóvenes necesitan y reconocen la intervención de los programas para ayudar a construir y realizar el proyecto de vida; para que la construcción del proyecto de vida sea efectivo, los programas deben ofrecer condiciones de acceso y permanencia; la construcción y efectuación de los proyectos de vida a los que contribuyen los programas se producena medida que se realiza la planificación y se ponen a disposición las actividades principales y codeterminantes para el desarrollo de los jóvenes. Se concluye que los programas de seguimiento a egresados de la MSEI pueden funcionar como contextos para el desarrollo de proyectos de vida de los jóvenes, al realizar la mediación con políticas sociales, al ofrecer los elementos y actividades para la construcción de nuevos intereses y nuevas situaciones sociales de desarrollo.Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPESFundação de Apoio à Pesquisa do Estado da Paraíba - FAPESQO objetivo geral desta tese é: analisar os contextos de desenvolvimento proporcionados pelos programas de acompanhamento aos jovens egressos de medida socioeducativa de internação para a construção e efetivação do projeto de vida. Os objetivos específicos são: Identificar os princípios e diretrizes que norteiam o acompanhamento dos programas de jovens egressos de MSEI; Identificar os objetivos do acompanhamento ofertado nos programas de jovens egressos de MSEI; Caracterizar o jovem acompanhado nos programas de egresso de MSEI; Caracterizar as ações oferecidas nos programas de acompanhamento aos jovens egressos de MSEI; Analisar a trajetória de acesso e permanência do jovem nos programas de acompanhamento aos egressos de MSEI; Analisar quais atividades são ofertadas nos programas de acompanhamento aos jovens egressos de MSEI e se estas possibilitam o desenvolvimento e efetivação dos projetos de vida. Defende-se a tese que, a implementação dos programas de acompanhamento aos jovens egressos de medidas socioeducativa, se caracteriza enquanto ações fragmentadas e compensatórias na política de socioeducação, não visando o desenvolvimento omnilateral do jovem, mas por exercer uma função mediadora e da articulação das políticas sociais, pode contribuir na garantia dos direitos sociais e fornecer algumas atividades para a efetivação dos projetos de vida dos jovens. Os referenciais teóricos que nortearam a análise são a perspectiva crítico-dialética das Políticas Sociais e a Psicologia histórico-cultural. A pesquisa de campo foi realizada com programas em três estados brasileiros – Bahia, Paraíba e Rio Grande do Sul, realizando-se dois estudos empíricos: Estudo I - Caracterização dos programas de acompanhamento aos jovens egressos da medida socioeducativa de internação, realizado em duas etapas, intituladas: Etapa I – Análise documental: bases dos programas de acompanhamento aos egressos de medida socioeducativa de internação, e Etapa II – Os programas de acompanhamento aos egressos de MSEI na perspectiva dos atores. Na primeira etapa realizou-se uma pesquisa documental, analisando-se as leis, documentos orientadores, cartilhas e instrumentais técnicos e na segunda etapa realizou-se entrevistas semiestruturadas com 10 profissionais das equipes técnicas de referência e 4 membros da coordenação e gestão nos três programas. Os dados dos dois estudos foram analisados utilizando-se a Análise Temática de Conteúdo e na pesquisa documental utilizou-se o software MaxQDA. A análise possibilitou identificar que os programas de acompanhamento aos egressos de MSEI necessitam de maiores investimentos, que assegurem a permanência da oferta, a partir do estabelecimento de um serviço de caráter continuado na política de socioeducação; que as ações realizadas nos programas estão guiadas pela articulação com as políticas sociais correspondentes aos eixos pedagógicos do atendimento socioeducativo; que os jovens acompanhados, necessitam e reconhecem a intervenção dos programas no auxílio da construção e efetivação do projeto de vida; para que a construção do projeto de vida seja efetivo, os programas necessitam ofertar condições de acesso e permanência; a construção e efetivação dos projetos de vida auxiliado pelos programas ocorre na medida em que são realizados o planejamento e disponibilizados as atividades principais e codeterminantes para o desenvolvimento dos jovens.
