Acessibilidade nos portais institucionais da Universidade Federal da Paraíba: uma análise da padronização do uso do sistema de gerenciamento de conteúdo Plone

This research was dedicated to analyzing accessibility in the main institutional portals linked to sectors of the Federal University of Paraíba that has adopted the standardization of use of the Content Management System (SGC) Plone, established in the Federal Government's Digital Communication Standard Identity (IDG), in accordance with the accessibility guidelines in the Accessibility Model in Electronic Government (e-MAG). IDG was developed by the Special Secretariat for Social Communication of the Presidency of the Republic (SECOM), and is defined as a set of guidelines, directions, standards and models to be used on the websites and other digital services of the bodies and entities of the Federal Executive Branch. Such Identity has as one of its main strategies the use of SGC Plone as a facilitator in the management of content on government websites, which has as one of its main features the excellent security history and the adoption of accessibility and usability criteria. The thematic object of the analysis proves to be necessary, including, by the institution of Law No. 13,146 - Brazilian Law of Inclusion of Person with Disabilities (Statute of Person with Disabilities) which reinforces the importance and mandatory accessibility of institutional websites maintained by the government, in order to ensure and promote the social inclusion and citizenship of people with disabilities. This research was based on the automatic accessibility verification through the Website Accessibility Evaluator and Simulator (ASES), presenting quantifiable data on the main accessibility problems identified in the analyzed websites. Methodologically, it starts from an exploratory-descriptive study with a quantitative and qualitative approach, based on documentary research procedures and techniques. Thus, through the results, it was possible to verify recurring accessibility problems, some of which are inherent to the HTML code of the Plone platform and others related to content management. This management is directly associated with the role of the editor as an end user, and, therefore, it can be concluded that, although they have accessible tools, they remains an urgent need for creation, training and awareness of best practices for the use and publication of information by the employees involved in this work routine. As a contribution to the topic studied, a model of good practices for use in pages created in Plone linked to the Federal University of Paraíba was proposed, in order to facilitate the management of content on these sites and, consequently, generate a better adoption of the criteria of accessibility, in accordance with the e-MAG recommendations.
