Federative and democratic monarchy: The 1889 Liberal Party Congress and the movements for reform in the final moments of the Brazilian Empire

Resumo: This article aims to study aspects of the Brazilian politics in the final moments of the monarchic regime. Focusing on the Liberal Party’s reformist agenda, manifested on its new program voted at the last party Congress, which took place in 1889, we intend to propose that the liberals had authentic and advanced reformist plans for the country. Among those plans were the robust expansion of voting rights, the State reform, broader provincial autonomy, full religious freedom, civil marriage and measures toward land reform.

Tal projeto, levando em consideração as tradicionais bandeiras do partido e as exigências de um momento de profunda conflagração social e tensão política, ganhou tons acentuadamente reformistas e, nas palavras dos próprios contemporâneos, “democráticos”.
