CHALLENGES IN PARTICIPATORY ENVIRONMENTAL MANAGEMENT IN CONSERVATION UNITS, BRAZIL

This essay aims to reflect on the obstacles that hinder Environmental Management in the light of the participatory process in Conservation Units (CUs). The research was based on a theoreticalmethodological reflection based on bibliographical and documentary analysis, as well as dialogues with managers of PAs. The diverse uses established in the territories of the PAs have generated socioenvironmental conflicts that hinder the Environmental Management of the units and put their biodiversity and the way of life of the traditional communities at risk. Part of the PAs was enacted as an Environmental Protection Area, a category established by SNUC, a group of Sustainable Use, where various uses are allowed that have resulted in the dilapidation of natural resources. The scarcity of financial and human resources is among the main obstacles that hinder, weaken and / or impede Environmental Management. It is fundamental to review the categories, channel financial resources, qualify the managers and other employees of the PAs. In order to achieve participatory management, with principles focused on Critical Environmental Education, it is suggested to create strategies to resolve conflicts, avoid biodiversity loss and give voice to traditional communities, which have contributed to the conservation of forests, and other vulnerable groups that suffer from environmental injustice and are excluded from decision-making processes.
